Impact of Occupational Hazard Assessment on Workplace Injury Risk Detection among Construction Workers in Nigeria
Abstract
Workplace injuries remain an important occupational health and safety concern among construction workers in Nigeria because construction activities involve exposure to multiple physical, mechanical, chemical, ergonomic, and environmental hazards. Construction workers may encounter falls from heights, falling objects, machinery-related injuries, electrical hazards, excessive noise, dust, hazardous substances, manual handling, unsafe work surfaces, and other occupational risks. Inadequate identification and control of these hazards may increase the likelihood of accidents, injuries, disabilities, lost working time, and reduced productivity. Workplace injury risks may remain undetected when occupational safety assessments are irregular, hazard reporting systems are weak, or workers have limited knowledge of occupational risks. Occupational hazard assessment provides an opportunity to systematically identify potential workplace hazards and workers' exposure to injury risks through workplace inspections, safety audits, task-specific risk assessments, equipment checks, environmental assessments, and worker safety evaluations. Early identification of injury risks can facilitate preventive measures, safety training, engineering controls, appropriate personal protective equipment, and timely corrective actions. However, inadequate safety monitoring, limited availability of trained occupational health and safety personnel, poor enforcement of safety regulations, financial constraints, inadequate protective equipment, and weak hazard reporting systems may limit the effectiveness of occupational hazard assessment in Nigeria. Against this background, this study investigates the impact of occupational hazard assessment on workplace injury risk detection among construction workers in Nigeria. The study will be anchored on Occupational Health and Safety Theory, the Health Belief Model, and the Health Systems Framework. Occupational Health and Safety Theory emphasizes systematic hazard identification, risk assessment, prevention, and control as essential mechanisms for protecting workers from occupational injuries and illnesses. The Health Belief Model explains how construction workers' perceptions of susceptibility to workplace injuries, perceived severity of occupational hazards, perceived benefits of safety assessment, perceived barriers, and cues to action may influence their participation in workplace safety activities. The Health Systems Framework emphasizes service delivery, health workforce, health information, availability of safety equipment and technologies, financing, and accessibility as important components of effective occupational health and safety programmes. Collectively, these theoretical perspectives provide a suitable framework for explaining how occupational hazard assessment may influence workplace injury risk detection among construction workers in Nigeria. The study will adopt a quantitative cross-sectional analytical or quasi-experimental research design. The study population will comprise construction workers aged 18 years and above employed on selected construction projects across Nigeria. A multistage sampling technique will be used to select states, construction companies, construction sites, projects, work units, and eligible workers. Occupational hazard assessment will be measured using indicators such as frequency of workplace safety inspections, hazard identification activities, task-specific risk assessments, environmental hazard assessment, machinery and equipment inspection, electrical safety assessment, fall-risk assessment, manual-handling assessment, assessment of personal protective equipment, safety training, hazard reporting systems, availability of trained safety personnel, and corrective-action procedures. Workplace injury risk detection will be assessed using indicators such as identification of fall hazards, machinery-related risks, electrical risks, falling-object risks, unsafe work surfaces, manual-handling risks, chemical exposures, environmental hazards, ergonomic risks, high-risk work activities, workers at increased risk of injury, recorded near-miss events, safety violations requiring corrective action, and referrals for additional safety intervention. Data will be collected using structured questionnaires, workplace inspection checklists, occupational safety records, hazard assessment reports, accident and near-miss registers, personal protective equipment records, safety training records, and relevant organizational documents. Descriptive statistics will be used to summarize workers' characteristics, occupational exposures, hazard assessment coverage, identified risks, and workplace safety conditions. Inferential statistical techniques, including chi-square tests, correlation analysis, and logistic or multiple regression analysis, will be used to determine the impact of occupational hazard assessment on workplace injury risk detection. Where appropriate, workplace injury risk detection rates before and after implementation of systematic occupational hazard assessment programmes may be compared to determine changes associated with the intervention. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that occupational hazard assessment has a significant positive impact on workplace injury risk detection among construction workers in Nigeria. Construction workers employed at sites with regular and systematic occupational hazard assessments are expected to have a higher likelihood of workplace injury risks being identified before accidents occur than workers at sites with limited safety assessments. Routine hazard assessment may facilitate early identification of fall hazards, machinery risks, electrical hazards, unsafe work practices, environmental risks, ergonomic hazards, and other conditions that may result in workplace injuries. Early detection may enable employers and safety personnel to implement corrective measures, improve safety procedures, provide appropriate personal protective equipment, modify hazardous work processes, and strengthen worker safety training. Regular workplace inspections may also improve workers' awareness of occupational hazards and encourage safer work practices and reporting of unsafe conditions. Conversely, inadequate safety inspections, shortage of trained safety personnel, poor enforcement of occupational safety standards, inadequate protective equipment, financial constraints, weak reporting systems, and low worker participation may reduce the effectiveness of occupational hazard assessment. The study therefore expects systematic and well-implemented occupational hazard assessment to contribute significantly to improved detection and prevention of workplace injury risks among construction workers in Nigeria. The study is expected to contribute to the literature on occupational hazard assessment, workplace injury risk detection, construction workers' health and safety, occupational health and safety, workplace accident prevention, risk management, construction safety, preventive occupational health, and public health in Nigeria. The findings will provide useful information to the Federal Ministry of Labour and Employment, Federal Ministry of Health and Social Welfare, construction companies, contractors, safety regulatory authorities, occupational health and safety professionals, engineers, project managers, labour organizations, workers' associations, development partners, and policymakers regarding strategies for improving construction-site safety. The study will also provide evidence-based recommendations for strengthening occupational hazard assessment programmes, increasing the frequency and quality of construction-site safety inspections, improving training of occupational health and safety personnel, strengthening hazard reporting systems, enforcing occupational safety regulations, improving availability and appropriate use of personal protective equipment, implementing effective corrective-action procedures, and integrating systematic injury-risk assessment into comprehensive construction safety management programmes across Nigeria.
