Impact of Emergency Evacuation Drills on Evacuation Skills among University Hostel Residents in Nigeria
Abstract
University hostels are environments where large numbers of students may live within shared buildings, creating potential risks during emergencies such as fires, gas leaks, structural incidents, security threats, and other hazardous events. During an emergency, the ability of hostel residents to respond quickly, follow evacuation procedures, use designated escape routes, avoid dangerous behaviours, and assemble at safe locations may reduce the risk of injury and loss of life. However, some university hostel residents in Nigeria may have limited knowledge and practical experience of emergency evacuation procedures because of inadequate emergency preparedness programmes, unfamiliarity with escape routes, poor awareness of assembly points, overcrowding, inadequate emergency signage, and limited opportunities to participate in evacuation exercises. Emergency evacuation drills provide an opportunity for residents to practise emergency procedures in realistic but controlled situations and develop practical evacuation skills. Against this background, this study investigates the impact of emergency evacuation drills on evacuation skills among university hostel residents in Nigeria. The study will be anchored on the Protection Motivation Theory, Social Cognitive Theory, and Health Belief Model. Protection Motivation Theory explains how perceived threat, perceived severity, perceived vulnerability, response efficacy, and self-efficacy may influence students' motivation to adopt appropriate emergency preparedness and evacuation behaviours. Social Cognitive Theory emphasizes observational learning, behavioural modelling, practical experience, self-efficacy, reinforcement, and environmental influences in developing emergency-response skills. The Health Belief Model explains how students' perceptions of emergency risks, perceived benefits of preparedness, perceived barriers, self-efficacy, and cues to action may influence their willingness to participate in evacuation activities. Collectively, these theoretical perspectives provide a suitable framework for explaining how emergency evacuation drills may influence evacuation skills among university hostel residents in Nigeria. The study will adopt a quantitative quasi-experimental or analytical cross-sectional research design. The study population will comprise undergraduate and postgraduate students aged 18 years and above residing in selected university hostels across Nigeria. A multistage sampling technique will be used to select geopolitical zones, states, universities, hostel facilities, blocks or floors, and eligible hostel residents. Emergency evacuation drills will be assessed using indicators such as frequency of drills, participation in drills, pre-drill orientation, availability of evacuation plans, emergency signage, designated escape routes, emergency exits, assembly points, alarm systems, evacuation instructions, drill supervision, post-drill feedback, and opportunities for repeated practice. Evacuation skills will be assessed using indicators such as recognition of emergency alarms, knowledge of designated escape routes, ability to locate emergency exits, appropriate movement during evacuation, avoidance of elevators where evacuation procedures prohibit their use, assistance to vulnerable persons where safe, adherence to instructions, avoidance of panic and dangerous crowd behaviour, ability to reach designated assembly points, accountability or roll-call procedures, and appropriate actions after reaching a safe location. Data will be collected using structured questionnaires, evacuation-skills assessment tools, practical observation checklists, simulated emergency scenarios, drill performance records, and pre-test and post-test assessments where a quasi-experimental intervention is adopted. Descriptive statistics will be used to summarize residents' demographic and academic characteristics, hostel characteristics, previous emergency experience, exposure to safety education, participation in drills, and baseline evacuation skills. Inferential statistical techniques, including chi-square tests, paired and independent t-tests, correlation analysis, and logistic or multiple regression analysis where appropriate, will be used to determine the impact of emergency evacuation drills on evacuation skills. Where a quasi-experimental design is adopted, evacuation-skill scores and observed drill performance before and after the intervention may be compared with those of a comparison group to determine changes associated with the drills. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that emergency evacuation drills have a significant positive impact on evacuation skills among university hostel residents in Nigeria. Students who participate in structured and repeated evacuation drills are expected to demonstrate better practical evacuation skills than students without comparable drill experience. Drills may improve residents' ability to recognize alarms, identify appropriate escape routes, locate emergency exits, move safely during evacuation, follow instructions, avoid dangerous crowd behaviour, and assemble at designated safe locations. Repeated practical exercises may also strengthen students' confidence and reduce hesitation, confusion, and panic during emergencies. Post-drill feedback may help identify weaknesses in evacuation procedures, including inadequate signage, blocked exits, poor communication, or unfamiliarity with assembly points. However, inadequate hostel infrastructure, overcrowding, limited emergency equipment, poor maintenance of escape routes, low participation, insufficient supervision, and irregular conduct of drills may reduce their effectiveness. The study therefore expects regular, well-supervised, realistic, and appropriately evaluated emergency evacuation drills, supported by functional emergency-preparedness systems, to contribute significantly to improved evacuation skills among university hostel residents in Nigeria. The study is expected to contribute to the literature on emergency preparedness, evacuation drills, evacuation skills, university hostel safety, injury prevention, disaster preparedness, fire safety, student health, health education, risk communication, and public health in Nigeria. The findings will provide useful information to the Federal Ministry of Education, Federal Ministry of Health and Social Welfare, universities, university management, student affairs departments, hostel administrators, fire and emergency management agencies, safety officers, security personnel, public health practitioners, development partners, and policymakers regarding strategies for improving emergency preparedness within university residential facilities. The study will also provide evidence-based recommendations for institutionalizing regular evacuation drills, improving emergency signage and escape routes, strengthening hostel emergency plans, establishing and maintaining assembly points, improving student safety education, conducting post-drill evaluations, and developing sustainable emergency-preparedness programmes that enhance evacuation skills among university hostel residents across Nigeria.
