Impact of Cosmetic Product-Safety Education on Cosmetic Product Verification Practices among Young Women in Nigeria
Abstract
Cosmetic product safety is an important public health concern among young women in Nigeria because cosmetics such as skin-care products, hair products, makeup, fragrances, and other personal-care products are widely used. Young women may encounter counterfeit, adulterated, expired, improperly labelled, or otherwise unsafe cosmetic products through informal markets, social media vendors, online platforms, and unregulated retail outlets. Use of unsafe cosmetic products may expose consumers to harmful substances and may contribute to skin irritation, allergic reactions, burns, infections, or other adverse health effects. Limited awareness of product authenticity, proper labelling, regulatory information, expiry dates, ingredients, storage conditions, and reliable purchasing sources may increase the risk of using unsafe cosmetics. Cosmetic product-safety education provides an opportunity to improve consumers' ability to identify, verify, and select safer cosmetic products. Against this background, this study investigates the impact of cosmetic product-safety education on cosmetic product verification practices among young women in Nigeria. The study will be anchored on the Health Belief Model, Protection Motivation Theory, and Social Cognitive Theory. The Health Belief Model explains how young women's perceptions of susceptibility to adverse effects from unsafe cosmetic products, perceived severity, perceived benefits of product verification, perceived barriers, self-efficacy, and cues to action may influence verification practices. Protection Motivation Theory emphasizes threat appraisal, coping appraisal, response efficacy, self-efficacy, and perceived response costs in shaping protective consumer behaviours. Social Cognitive Theory emphasizes observational learning, peer influence, self-efficacy, reinforcement, social influence, and environmental factors in shaping cosmetic-use and product-verification behaviours. Collectively, these theoretical perspectives provide a suitable framework for explaining how cosmetic product-safety education may influence cosmetic product verification practices among young women in Nigeria. The study will adopt a quantitative quasi-experimental or analytical cross-sectional research design. The study population will comprise young women aged 18–35 years residing in selected urban and semi-urban communities across Nigeria. A multistage sampling technique will be used to select geopolitical zones, states, local government areas, communities, markets, educational institutions, workplaces, and eligible participants. Cosmetic product-safety education will be assessed using indicators such as exposure to educational sessions, frequency and duration of education, information on cosmetic product authenticity, product labelling, ingredient lists, manufacturing and expiry dates, batch or registration information where applicable, authorized or reliable purchasing sources, counterfeit-product indicators, appropriate storage conditions, adverse-effect recognition, safe use and application, regulatory information, and procedures for reporting suspected unsafe cosmetic products. Cosmetic product verification practices will be assessed using indicators such as checking product labels, verifying manufacturing and expiry information, examining packaging and product condition, checking relevant regulatory or registration information where applicable, purchasing from reliable sources, avoiding suspiciously cheap or poorly labelled products, checking ingredient information, verifying product authenticity when appropriate, avoiding products with altered or missing information, and seeking professional advice when uncertain about product safety. Data will be collected using structured questionnaires, standardized cosmetic-safety knowledge and practice assessment tools, product-label verification tasks, scenario-based questions, and pre-test and post-test assessments where a quasi-experimental intervention is adopted. Descriptive statistics will be used to summarize participants' demographic and socioeconomic characteristics, cosmetic-use patterns, common sources of cosmetic products, purchasing behaviours, exposure to safety education, and product-verification practices. Inferential statistical techniques, including chi-square tests, paired and independent t-tests, correlation analysis, and logistic or multiple regression analysis where appropriate, will be used to determine the impact of cosmetic product-safety education on cosmetic product verification practices. Where a quasi-experimental design is adopted, product-verification practice scores before and after the educational intervention may be compared with those of a comparison group to determine changes associated with the intervention. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that cosmetic product-safety education has a significant positive impact on cosmetic product verification practices among young women in Nigeria. Young women exposed to structured, practical, evidence-based, and sustained cosmetic product-safety education are expected to demonstrate greater ability to verify cosmetic products before purchase and use than women without comparable exposure. Education may improve participants' understanding of product labels, ingredients, expiry dates, batch information, authenticity indicators, storage requirements, and reliable purchasing sources. Practical verification activities may help young women identify suspicious packaging, misleading claims, counterfeit products, and incomplete product information. Education may also encourage consumers to avoid products from unreliable sources and seek appropriate professional advice when adverse reactions or uncertainty about product safety occurs. However, aggressive marketing, social-media trends, peer influence, beauty expectations, financial considerations, preference for inexpensive products, widespread informal markets, and limited access to reliable product-verification information may reduce the effectiveness of education alone. The study therefore expects accessible, practical, culturally appropriate, and sustained cosmetic product-safety education to contribute significantly to improved cosmetic product verification practices among young women in Nigeria. The study is expected to contribute to the literature on cosmetic product safety, consumer health, cosmetic product verification, counterfeit products, health education, consumer protection, skin health, public health, and regulatory awareness in Nigeria. The findings will provide useful information to the Federal Ministry of Health and Social Welfare, National Agency for Food and Drug Administration and Control, consumer-protection authorities, state ministries of health, healthcare professionals, dermatologists, pharmacists, cosmetologists, beauty professionals, consumer organizations, public health practitioners, development partners, and policymakers regarding strategies for improving cosmetic product safety. The study will also provide evidence-based recommendations for strengthening cosmetic product-safety education, improving consumer awareness of product verification procedures, increasing access to reliable regulatory information, promoting responsible cosmetic purchasing practices, strengthening awareness of counterfeit and improperly labelled products, and developing sustainable consumer-health interventions that support safer cosmetic use among young women across Nigeria.
