Impact of Community Air Pollution Monitoring on Air Quality Awareness among Urban Residents in Nigeria
Abstract
Air pollution is an important environmental and public health concern in Nigerian urban areas, where residents may be exposed to pollutants from vehicle emissions, industrial activities, generators, open burning, construction activities, and other sources. Prolonged exposure to polluted air may contribute to respiratory diseases, cardiovascular conditions, reduced quality of life, and other adverse health outcomes. Despite these risks, awareness of local air-quality conditions and the health implications of air pollution may remain limited among urban residents. Community air pollution monitoring provides an opportunity to generate and communicate localized information on air quality through the use of monitoring devices, community-based data collection, public reporting, and dissemination of air-quality information. Access to timely and understandable air-quality information may improve residents' awareness of pollution sources, exposure risks, and protective measures. Against this background, this study investigates the impact of community air pollution monitoring on air quality awareness among urban residents in Nigeria. The study will be anchored on the Social Ecological Model, Health Belief Model, and Information-Motivation-Behavioral Skills Model. The Social Ecological Model emphasizes the interaction between individual, interpersonal, community, environmental, and policy factors in shaping residents' awareness and responses to air pollution. The Health Belief Model explains how perceptions of susceptibility to air-pollution-related health problems, perceived severity, perceived benefits of preventive actions, perceived barriers, and cues to action may influence air-quality awareness and protective behaviour. The Information-Motivation-Behavioral Skills Model emphasizes the importance of accurate information, motivation, and behavioural skills in influencing health-related practices. Collectively, these theoretical perspectives provide a suitable framework for explaining how community air pollution monitoring may influence air-quality awareness among urban residents in Nigeria. The study will adopt a quantitative quasi-experimental or community-based comparative research design. The study population will comprise adults aged 18 years and above residing in selected urban communities in Nigeria. A multistage sampling technique will be used to select states, urban local government areas, communities, neighbourhoods, households, and eligible residents. Community air pollution monitoring will be assessed using indicators such as availability of community monitoring activities, frequency of air-quality measurements, accessibility of monitoring information, availability of local air-quality reports, use of portable or fixed monitoring devices, communication of monitoring results, public access to air-quality information, community meetings, environmental health education, use of digital platforms or local media for reporting air-quality conditions, and resident participation in monitoring activities. Air-quality awareness will be assessed using indicators such as knowledge of common air pollutants, recognition of local pollution sources, understanding of air-quality indices or measurements, awareness of health effects of air pollution, knowledge of vulnerable groups, recognition of periods of increased pollution, awareness of protective measures, and ability to interpret or respond to air-quality information. Data will be collected using structured questionnaires, community monitoring records, air-quality reports, environmental health programme documents, and community engagement records. Where feasible, objective air-quality measurements may be obtained from community monitoring devices to provide contextual information on measured pollution levels. Descriptive statistics will be used to summarize residents' demographic characteristics, exposure to community monitoring activities, and levels of air-quality awareness. Inferential statistical techniques, including chi-square tests, t-tests, correlation analysis, and logistic or multiple regression analysis where appropriate, will be used to determine the impact of community air pollution monitoring on air-quality awareness. Where a quasi-experimental design is adopted, residents' awareness before and after implementation of community monitoring activities may be compared, or residents in communities with active monitoring may be compared with residents in similar communities without enhanced monitoring. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that community air pollution monitoring has a significant positive impact on air-quality awareness among urban residents in Nigeria. Residents who have regular access to localized air-quality information are expected to demonstrate greater knowledge of air-pollution sources, pollutant types, associated health risks, vulnerable populations, and recommended protective measures than residents with limited exposure to monitoring information. Community monitoring may make air pollution more visible and understandable by providing residents with information about actual pollution conditions within their neighbourhoods. Public dissemination of monitoring results through community meetings, digital platforms, local media, and environmental health education may further improve residents' understanding of air-quality risks. However, limited monitoring equipment, inadequate technical capacity, poor internet connectivity, inconsistent data collection, low community participation, difficulty interpreting technical air-quality information, and limited dissemination of monitoring results may reduce effectiveness. The study therefore expects accessible, reliable, community-oriented, and regularly communicated air-pollution monitoring programmes to contribute significantly to improved air-quality awareness among urban residents in Nigeria. The study is expected to contribute to the literature on community air pollution monitoring, air-quality awareness, environmental health, urban air pollution, community environmental surveillance, health education, and public health in Nigeria. The findings will provide useful information to the Federal Ministry of Environment, Federal Ministry of Health and Social Welfare, National Environmental Standards and Regulations Enforcement Agency, state ministries of environment and health, local government authorities, environmental health professionals, public health practitioners, community organizations, academic institutions, development partners, and policymakers regarding strategies for improving public awareness of air pollution. The study will also provide evidence-based recommendations for expanding community-based air-quality monitoring, improving access to reliable monitoring equipment, strengthening public dissemination of air-quality information, developing simple and understandable air-quality communication systems, increasing community participation, integrating air-quality monitoring with environmental health education, and strengthening urban air-pollution surveillance and public health programmes across Nigeria.
