Impact of Clean Cooking Programmes on Household Air Pollution in Rural Nigeria

Abstract

Household air pollution remains a major environmental and public health concern in Nigeria, particularly in rural communities where many households depend on firewood, charcoal, kerosene, and other polluting fuels for cooking. Exposure to smoke and harmful pollutants generated by inefficient cooking fuels and traditional stoves may increase the risk of respiratory illnesses, cardiovascular diseases, eye irritation, adverse pregnancy outcomes, and other health problems. Clean cooking programmes provide an important opportunity to reduce household exposure to harmful cooking emissions through the promotion and distribution of cleaner fuels, improved cookstoves, electric cooking technologies, liquefied petroleum gas, and other low-emission cooking solutions. However, limited affordability, inadequate access to clean fuels, unreliable energy supply, cultural cooking preferences, limited awareness, fuel availability, and poor maintenance of improved cooking technologies may affect the adoption and sustained use of clean cooking solutions in rural Nigeria. Against this background, this study investigates the impact of clean cooking programmes on household air pollution in rural Nigeria. The study will be anchored on the Social Ecological Model, Health Belief Model, and Health Systems Framework. The Social Ecological Model explains how individual, household, community, environmental, socioeconomic, and policy factors may influence the adoption and sustained use of clean cooking technologies. The Health Belief Model explains how household members' perceptions of the health risks associated with household air pollution, perceived benefits of clean cooking, perceived barriers, and cues to action may influence clean cooking practices. The Health Systems Framework emphasizes service delivery, health information, availability of appropriate technologies, financing, infrastructure, governance, and accessibility as important components of effective environmental health interventions. Collectively, these theoretical perspectives provide a suitable framework for explaining how clean cooking programmes may influence household air pollution in rural Nigeria. The study will adopt a quantitative analytical cross-sectional or quasi-experimental research design. The study population will comprise households residing in selected rural communities in Nigeria. A multistage sampling technique will be used to select states, local government areas, rural communities, households, and eligible household members responsible for cooking activities. Clean cooking programme exposure will be assessed using indicators such as participation in clean cooking programmes, access to clean cooking technologies, type of cooking fuel used, type of stove, frequency of clean fuel use, duration of programme participation, household education, availability of clean fuel, affordability, and consistency of use. Household air pollution will be assessed using indicators such as concentrations of fine particulate matter (PM2.5), carbon monoxide and other relevant pollutants, where appropriate, as well as cooking-related smoke levels, ventilation conditions, and duration of household exposure to cooking emissions. Data will be collected using structured questionnaires, household observation checklists, air-quality monitoring devices where available, clean cooking programme records, and relevant environmental health documents. Descriptive statistics will be used to summarize household characteristics, cooking fuel patterns, clean cooking programme participation, and household air pollution levels. Inferential statistical techniques, including chi-square tests, t-tests, correlation analysis, and logistic or multiple regression analysis where appropriate, will be used to determine the impact of clean cooking programmes on household air pollution. Where a quasi-experimental design is adopted, household air pollution levels before and after implementation of clean cooking interventions may be compared, while relevant household, socioeconomic, environmental, and housing factors are appropriately controlled. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that clean cooking programmes have a significant positive impact on reducing household air pollution in rural Nigeria. Households that adopt and consistently use cleaner cooking fuels and technologies are expected to have lower levels of cooking-related air pollutants compared with households that continue to rely predominantly on traditional biomass fuels and inefficient stoves. Clean cooking programmes may reduce exposure to smoke and harmful pollutants by improving combustion efficiency, reducing emissions, and promoting cleaner household energy practices. However, the effectiveness of these programmes may be influenced by the affordability and availability of clean fuels, reliability of energy supply, household income, cooking preferences, household size, ventilation, stove maintenance, and the consistency with which clean technologies are used. The study therefore expects accessible, affordable, culturally appropriate, and sustainable clean cooking programmes to contribute significantly to reducing household air pollution in rural Nigeria. The study is expected to contribute to the literature on clean cooking programmes, household air pollution, indoor air quality, environmental health, clean energy, rural health, respiratory health, and public health in Nigeria. The findings will provide useful information to the Federal Ministry of Health and Social Welfare, Federal Ministry of Environment, Rural Electrification Agency, state ministries and environmental health authorities, local government authorities, clean energy organizations, development partners, community health workers, and policymakers regarding strategies for reducing household exposure to harmful cooking emissions. The study will also provide evidence-based recommendations for expanding access to affordable clean cooking technologies, improving clean fuel availability, strengthening community education on household air pollution, supporting sustainable adoption of clean cooking solutions, improving household ventilation, addressing financial barriers, and integrating clean cooking interventions into broader environmental health, climate, energy, and public health programmes across rural Nigeria.

Keywords: Clean cooking programmes, household air pollution, clean cooking fuels, improved cookstoves, indoor air pollution, PM2.5, carbon monoxide, rural households, environmental health, Nigeria, public health.
