Effect of Occupational Health Surveillance on Workplace Disease Detection among Industrial Workers in Nigeria
Abstract
Occupational diseases and work-related health conditions remain important public health concerns in Nigeria, particularly among industrial workers who may be exposed to physical, chemical, biological, ergonomic, and psychosocial hazards in the workplace. Prolonged exposure to occupational hazards can contribute to respiratory diseases, hearing impairment, musculoskeletal disorders, skin conditions, occupational injuries, and other work-related illnesses. Early detection of workplace diseases is essential for timely treatment, prevention of disease progression, reduction of occupational disability, and protection of workers' health. Occupational health surveillance provides a systematic approach to monitoring workers' health through periodic medical examinations, health assessments, workplace exposure monitoring, disease screening, medical record review, and reporting of work-related health conditions. Effective occupational health surveillance can help identify early signs of occupational diseases and enable employers and healthcare professionals to implement appropriate preventive and corrective measures. However, inadequate surveillance systems, limited occupational health services, poor compliance with workplace health regulations, insufficient health personnel, inadequate screening facilities, and low awareness among workers may contribute to delayed detection of workplace diseases in Nigeria. Against this background, this study investigates the effect of occupational health surveillance on workplace disease detection among industrial workers in Nigeria. The study will be anchored on the Health Systems Framework, Occupational Health Theory, and Disease Surveillance Theory. The Health Systems Framework emphasizes service delivery, health workforce, health information systems, medical products and technologies, financing, and governance as essential components of effective health services. Occupational Health Theory focuses on the identification, prevention, monitoring, and management of health risks associated with workplace exposures and working conditions. Disease Surveillance Theory emphasizes the systematic collection, analysis, interpretation, and use of health information to identify diseases and guide appropriate public health interventions. Collectively, these theoretical perspectives provide a suitable framework for explaining how occupational health surveillance may influence the detection of workplace diseases among industrial workers in Nigeria. The study will adopt a quantitative cross-sectional analytical research design. The study population will comprise industrial workers employed in selected manufacturing, construction, mining, oil and gas, and other industrial organizations in Nigeria. A multistage sampling technique will be used to select industries, workplaces, and eligible industrial workers. Occupational health surveillance will be measured using indicators such as frequency of occupational health examinations, availability of workplace health screening, medical examinations, exposure monitoring, health record maintenance, disease reporting systems, workplace health assessments, and access to occupational health professionals. Workplace disease detection will be assessed using indicators such as number of occupational diseases identified, early detection of work-related illnesses, screening outcomes, confirmed occupational disease cases, identification of abnormal health findings, and referral for further medical assessment. Data will be collected using structured questionnaires, occupational health records, medical examination reports, workplace health registers, disease surveillance records, and relevant organizational documents. Descriptive statistics will be used to summarize workers' characteristics, occupational health surveillance practices, and workplace disease detection patterns. Inferential statistical techniques, including chi-square tests, correlation analysis, and logistic or multiple regression analysis, will be used to determine the effect of occupational health surveillance on workplace disease detection. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that effective occupational health surveillance has a significant positive effect on workplace disease detection among industrial workers in Nigeria. Industrial workers who undergo regular occupational health examinations and health screening are expected to have a higher likelihood of early detection of work-related diseases and abnormal health conditions than workers with limited access to occupational health surveillance. Regular monitoring may facilitate the identification of respiratory conditions, hearing impairment, musculoskeletal disorders, skin diseases, and other occupational health problems before they become severe. Occupational health surveillance may also enable employers and healthcare professionals to identify patterns of workplace disease and take appropriate preventive measures to reduce workers' exposure to occupational hazards. Conversely, inadequate surveillance, irregular medical examinations, limited screening services, poor record keeping, insufficient occupational health personnel, and weak compliance with workplace health regulations may contribute to delayed disease detection and continued exposure to occupational hazards. The study therefore expects effective occupational health surveillance to contribute significantly to early detection and improved management of workplace diseases among industrial workers in Nigeria. The study is expected to contribute to the literature on occupational health surveillance, workplace disease detection, industrial health, occupational diseases, worker safety, disease prevention, and public health in Nigeria. The findings will provide useful information to the Federal Ministry of Health and Social Welfare, Federal Ministry of Labour and Employment, occupational health practitioners, industrial organizations, employers, trade unions, regulatory agencies, healthcare providers, development partners, and policymakers regarding strategies for strengthening occupational health surveillance in Nigerian workplaces. The study will also provide evidence-based recommendations for increasing the coverage of periodic occupational health examinations, strengthening workplace disease screening programmes, improving occupational health record systems, increasing access to occupational health professionals, strengthening workplace exposure monitoring, improving compliance with occupational health regulations, and establishing effective disease reporting and referral systems to promote early detection and prevention of occupational diseases among industrial workers in Nigeria.
