Effect of Food Vendor Hygiene Training on Food Safety Practices among Food Vendors in Nigeria

 

Abstract

Food safety remains an important public health concern in Nigeria, particularly in settings where ready-to-eat foods are prepared and sold by food vendors. Inadequate food handling practices may contribute to contamination of food with pathogenic microorganisms and increase the risk of foodborne illnesses among consumers. Food vendors may be exposed to food safety challenges such as inadequate hand hygiene, improper food storage, unsafe water use, cross-contamination, inadequate cooking and reheating practices, poor waste disposal, and improper cleaning of utensils and food-contact surfaces. Food vendor hygiene training provides an opportunity to improve knowledge and promote safer food handling through education on personal hygiene, environmental sanitation, food storage, temperature control, cross-contamination prevention, safe water use, and proper cleaning and waste management. Effective training may strengthen food vendors' ability to apply appropriate food safety practices during food preparation, storage, transportation, and sale. Against this background, this study investigates the effect of food vendor hygiene training on food safety practices among food vendors in Nigeria. The study will be anchored on the Social Cognitive Theory, Health Belief Model, and PRECEDE-PROCEED Model. Social Cognitive Theory explains how knowledge, observational learning, self-efficacy, behavioural reinforcement, and environmental factors influence food vendors' adoption of safe food handling practices. The Health Belief Model explains how food vendors' perceptions of the susceptibility and severity of foodborne diseases, perceived benefits of safe food handling, perceived barriers, and cues to action may influence their hygiene behaviour. The PRECEDE-PROCEED Model provides a framework for understanding the predisposing, enabling, and reinforcing factors that influence food safety practices and the implementation of health education interventions. Collectively, these theoretical perspectives provide a suitable framework for explaining how food vendor hygiene training may influence food safety practices among food vendors in Nigeria. The study will adopt a quantitative quasi-experimental research design. The study population will comprise food vendors operating in selected markets, schools, motor parks, streets, business areas, and other food-selling locations in Nigeria. A multistage sampling technique will be used to select states, local government areas, communities, food-selling locations, and eligible food vendors. Food vendor hygiene training will be assessed using indicators such as participation in training sessions, frequency and duration of training, training content, practical demonstrations, food hygiene education, personal hygiene training, handwashing education, food storage and temperature-control training, cross-contamination prevention, safe water use, cleaning and disinfection procedures, waste management, pest control, and post-training follow-up. Food safety practices will be assessed using indicators such as handwashing, use of clean protective clothing, safe food preparation, separation of raw and cooked foods, proper food storage, adequate cooking and reheating, safe water use, cleaning and disinfection of utensils and food-contact surfaces, waste disposal, pest prevention, protection of food from environmental contamination, and appropriate handling of ready-to-eat foods. Data will be collected using structured questionnaires, food vendor observation checklists, training attendance records, environmental health inspection reports, and direct observation of food handling practices. Where feasible, microbiological assessment of selected ready-to-eat food samples and food-contact surfaces may be conducted to complement behavioural observations. Descriptive statistics will be used to summarize food vendors' demographic characteristics, training exposure, and food safety practices. Inferential statistical techniques, including chi-square tests, paired-sample tests, correlation analysis, and logistic or multiple regression analysis where appropriate, will be used to determine the effect of hygiene training on food safety practices. In the quasi-experimental component, food safety practices before and after the training intervention may be compared to determine changes associated with the training. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that food vendor hygiene training has a significant positive effect on food safety practices among food vendors in Nigeria. Food vendors who receive structured and practical hygiene training are expected to demonstrate improved hand hygiene, safer food preparation, better separation of raw and cooked foods, improved food storage, appropriate cooking and reheating practices, safer water use, improved cleaning of utensils and food-contact surfaces, and better waste management compared with their practices before training. Practical demonstrations and repeated training may strengthen vendors' confidence and ability to apply food safety principles during routine food preparation and sale. However, inadequate access to clean water, limited sanitation facilities, lack of appropriate storage equipment, overcrowded food-selling environments, economic constraints, limited regulatory monitoring, and insufficient follow-up may reduce the extent to which training translates into sustained food safety practices. The study therefore expects regular, practical, culturally appropriate, and adequately supported food vendor hygiene training to contribute significantly to improved food safety practices among food vendors in Nigeria. The study is expected to contribute to the literature on food vendor hygiene training, food safety practices, foodborne disease prevention, environmental health, food hygiene, street food safety, public health, and health education in Nigeria. The findings will provide useful information to the Federal Ministry of Health and Social Welfare, Nigeria Centre for Disease Control and Prevention, state ministries of health, local government health authorities, environmental health departments, food safety regulatory agencies, market authorities, food vendor associations, public health professionals, and policymakers regarding strategies for improving food safety. The study will also provide evidence-based recommendations for strengthening food vendor hygiene training programmes, incorporating practical demonstrations into training, improving access to clean water and sanitation facilities, strengthening routine food safety inspections, providing refresher training, improving food storage facilities, strengthening collaboration with food vendor associations, and integrating food safety education with broader environmental health and foodborne disease prevention programmes across Nigeria.
