Effect of Flood Warning Education on Evacuation Preparedness among Households in Flood-Prone Communities in Nigeria
Abstract
Flooding is a recurring environmental and public health challenge in Nigeria and may result in deaths, injuries, displacement, destruction of homes and property, contamination of drinking water, disruption of healthcare services, and increased risk of communicable diseases. Households living in flood-prone communities may be repeatedly exposed to flood hazards but may have limited knowledge of flood warning systems, warning signals, evacuation procedures, safe locations, and appropriate actions to take when warnings are issued. Delayed or inappropriate responses to flood warnings may increase household vulnerability and reduce the time available for safe evacuation. Flood warning education provides an opportunity to improve household understanding of early-warning messages and promote timely evacuation preparedness. Against this background, this study investigates the effect of flood warning education on evacuation preparedness among households in flood-prone communities in Nigeria. The study will be anchored on Protection Motivation Theory, the Health Belief Model, and the Social Ecological Model. Protection Motivation Theory explains how perceptions of flood threats, perceived severity, vulnerability, response efficacy, self-efficacy, response costs, and coping ability may influence households' motivation to prepare for evacuation. The Health Belief Model explains how perceived susceptibility to flooding, perceived severity of flood-related consequences, perceived benefits of responding to warnings, perceived barriers, self-efficacy, and cues to action may influence evacuation preparedness. The Social Ecological Model emphasizes the influence of individual, household, community, infrastructural, environmental, institutional, and socioeconomic factors on flood preparedness and evacuation behaviour. Collectively, these theoretical perspectives provide a suitable framework for explaining how flood warning education may influence evacuation preparedness among households in flood-prone communities in Nigeria. The study will adopt a quantitative quasi-experimental or analytical cross-sectional research design. The study population will comprise adults aged 18 years and above who are household heads or responsible household members residing in selected flood-prone communities across Nigeria. A multistage sampling technique will be used to select geopolitical zones, states, local government areas, flood-prone communities, residential areas, households, and eligible respondents. Flood warning education will be assessed using indicators such as exposure to flood-warning education, frequency and duration of educational activities, understanding of flood alerts and warning levels, sources of warning information, interpretation of weather and flood alerts, emergency communication, identification of evacuation routes, identification of safe shelters or assembly points, protection of household members, preparation of emergency supplies, safeguarding of important documents and medicines, and appropriate actions following flood warnings. Evacuation preparedness will be assessed using indicators such as existence of a household evacuation plan, identification of primary and alternative evacuation routes, knowledge of safe locations, preparation of emergency kits, availability of emergency contact information, arrangements for children, older adults and persons with disabilities, protection of essential medicines and documents, readiness to evacuate when warnings are issued, household communication plans, transportation arrangements where necessary, and participation in community evacuation or disaster-preparedness activities. Data will be collected using structured questionnaires, standardized flood-preparedness assessment tools, household preparedness checklists, observation checklists, community emergency-management records where available, and pre-test and post-test assessments where a quasi-experimental intervention is adopted. Descriptive statistics will be used to summarize households' demographic and socioeconomic characteristics, previous flood experiences, sources of warning information, exposure to flood education, and evacuation-preparedness levels. Inferential statistical techniques, including chi-square tests, paired and independent t-tests, correlation analysis, and logistic or multiple regression analysis where appropriate, will be used to determine the effect of flood warning education on evacuation preparedness. Where a quasi-experimental design is adopted, evacuation-preparedness scores before and after the educational intervention may be compared with those of a comparison group to determine changes associated with the intervention. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that flood warning education has a significant positive effect on evacuation preparedness among households in flood-prone communities in Nigeria. Households exposed to structured, practical, timely, and community-specific flood warning education are expected to demonstrate greater readiness to evacuate when flood warnings are issued than households without comparable exposure. Education may improve residents' ability to interpret official flood alerts, identify credible warning sources, recognize signs of increasing flood risk, prepare emergency supplies, identify safe evacuation routes, and protect vulnerable household members. It may also reduce delays caused by uncertainty, misinformation, or underestimation of flood risks. Practical community drills and simulations may further strengthen household confidence and readiness to respond promptly when warnings are received. However, inadequate early-warning infrastructure, unreliable communication networks, poor road conditions, limited evacuation centres, financial constraints, weak trust in warning systems, previous false alarms, and limited transportation options may reduce the effectiveness of education alone. The study therefore expects accessible, timely, culturally appropriate, and sustained flood warning education, supported by reliable early-warning systems and functional evacuation infrastructure, to contribute significantly to improved evacuation preparedness among households in flood-prone communities in Nigeria. The study is expected to contribute to the literature on flood warning systems, evacuation preparedness, disaster risk reduction, household emergency preparedness, environmental health, community resilience, health education, emergency communication, climate-related hazards, and public health in Nigeria. The findings will provide useful information to the National Emergency Management Agency, Federal Ministry of Health and Social Welfare, Federal Ministry of Environment, Nigerian Meteorological Agency, state emergency management agencies, state ministries of health and environment, local government authorities, community leaders, primary healthcare providers, disaster-response organizations, development partners, and policymakers regarding strategies for strengthening household preparedness for flooding. The study will also provide evidence-based recommendations for improving flood-warning education, strengthening community early-warning communication, increasing public understanding of flood alerts, conducting regular evacuation drills, improving access to safe evacuation routes and shelters, strengthening preparedness for vulnerable household members, and developing sustainable community-based interventions that promote timely evacuation and reduce the health impacts of flooding across Nigeria.
