Effect of Fire Safety Education on Fire-Evacuation Preparedness among Market Traders in Nigeria
Abstract
Fire incidents are an important occupational and public health concern in Nigerian markets, where traders may be exposed to electrical faults, open flames, cooking activities, overloaded electrical connections, flammable materials, blocked pathways, and inadequate fire-safety infrastructure. Market fires can result in injuries, loss of life, destruction of goods and property, displacement of traders, financial hardship, and disruption of livelihoods. Despite these risks, some market traders may have limited knowledge of fire prevention, emergency warning signs, evacuation procedures, fire extinguisher use, emergency exits, assembly points, and appropriate actions during a fire incident. Fire safety education provides an opportunity to improve traders' understanding of fire hazards and strengthen preparedness for safe evacuation during emergencies. Against this background, this study investigates the effect of fire safety education on fire-evacuation preparedness among market traders in Nigeria. The study will be anchored on Protection Motivation Theory, Social Cognitive Theory, and the Health Belief Model. Protection Motivation Theory explains how perceived fire risk, perceived severity, response efficacy, coping ability, and self-efficacy may influence traders' motivation to adopt appropriate fire-safety and evacuation-preparedness behaviours. Social Cognitive Theory emphasizes observational learning, behavioural modelling, practical experience, self-efficacy, reinforcement, and environmental influences in shaping fire-safety practices. The Health Belief Model explains how traders' perceptions of fire hazards, perceived benefits of preparedness, perceived barriers, self-efficacy, and cues to action may influence their readiness to respond to fire emergencies. Collectively, these theoretical perspectives provide a suitable framework for explaining how fire safety education may influence fire-evacuation preparedness among market traders in Nigeria. The study will adopt a quantitative quasi-experimental or analytical cross-sectional research design. The study population will comprise adult market traders aged 18 years and above operating in selected markets across Nigeria. A multistage sampling technique will be used to select geopolitical zones, states, local government areas, markets, market sections, shops or stalls, and eligible traders. Fire safety education will be assessed using indicators such as exposure to fire-safety education sessions, frequency and duration of training, identification of common market fire hazards, fire-prevention practices, knowledge of emergency alarms, evacuation routes, emergency exits, assembly points, fire extinguisher awareness and basic use, emergency communication, safe response to smoke and flames, procedures for assisting vulnerable persons where safe, and appropriate emergency contact information. Fire-evacuation preparedness will be assessed using indicators such as knowledge of designated escape routes, ability to identify emergency exits, awareness of assembly points, readiness to evacuate promptly, recognition of fire alarms or warnings, ability to follow evacuation instructions, avoidance of dangerous crowd behaviour, knowledge of appropriate emergency contacts, participation in fire drills, ability to locate available fire-safety equipment, and readiness to leave goods behind when necessary to prioritize personal safety. Data will be collected using structured questionnaires, standardized fire-safety knowledge and preparedness assessment tools, practical observation checklists, simulated emergency scenarios, fire-drill participation records where available, and pre-test and post-test assessments where a quasi-experimental intervention is adopted. Descriptive statistics will be used to summarize traders' demographic and occupational characteristics, market conditions, previous fire experience, exposure to safety education, and baseline evacuation preparedness. Inferential statistical techniques, including chi-square tests, paired and independent t-tests, correlation analysis, and logistic or multiple regression analysis where appropriate, will be used to determine the effect of fire safety education on fire-evacuation preparedness. Where a quasi-experimental design is adopted, preparedness scores before and after the educational intervention may be compared with those of a comparison group to determine changes associated with the intervention. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that fire safety education has a significant positive effect on fire-evacuation preparedness among market traders in Nigeria. Traders exposed to structured, practical, and repeated fire-safety education are expected to demonstrate better preparedness for fire evacuation than traders without comparable education. Education may improve traders' ability to recognize common fire hazards, identify emergency exits and escape routes, respond appropriately to fire alarms, locate fire-safety equipment, contact emergency services, and evacuate promptly when necessary. Practical demonstrations and simulated evacuation exercises may strengthen traders' confidence and reduce hesitation, panic, and unsafe attempts to protect goods during fire emergencies. Education may also increase awareness that personal safety should take priority over attempting to retrieve merchandise during an active fire. However, inadequate market infrastructure, blocked or narrow escape routes, overcrowding, poor electrical installations, limited fire-fighting equipment, irregular safety inspections, low participation in training, and weak emergency-response systems may reduce the effectiveness of education alone. The study therefore expects accessible, practical, market-specific, and sustained fire safety education, supported by appropriate fire-safety infrastructure and emergency-response systems, to contribute significantly to improved fire-evacuation preparedness among market traders in Nigeria. The study is expected to contribute to the literature on fire safety education, fire-evacuation preparedness, market safety, occupational health, emergency preparedness, disaster risk reduction, injury prevention, health education, environmental safety, and public health in Nigeria. The findings will provide useful information to the Federal Ministry of Health and Social Welfare, Federal Ministry of Industry, Trade and Investment, state ministries, local government authorities, market associations, fire and emergency management agencies, market administrators, public health practitioners, occupational health professionals, development partners, and policymakers regarding strategies for strengthening fire safety in markets. The study will also provide evidence-based recommendations for integrating regular fire-safety education into market management programmes, conducting periodic fire drills, improving emergency signage and escape routes, increasing access to fire extinguishers and other safety equipment, strengthening market fire-safety inspections, improving emergency communication systems, and developing sustainable interventions that enhance fire-evacuation preparedness among market traders across Nigeria.
