Abstract
Community learning provides adults with opportunities to acquire knowledge about issues that directly affect the development and wellbeing of their communities. Local development plans are important frameworks through which communities identify priorities, organize development activities, allocate resources, and establish directions for future improvement. However, limited understanding of such plans may reduce adults’ ability to recognize community priorities, contribute meaningful ideas, and participate effectively in development activities. This study will examine the impact of community learning on adults’ understanding of local development plans, with the purpose of determining whether participation in community-based learning activities can improve adults’ knowledge of development priorities, processes, and proposed community projects. Community learning involves organized and participatory educational activities through which adults acquire knowledge by engaging with issues relevant to their communities. Such learning may take place through community meetings, workshops, discussion groups, development forums, awareness programmes, and practical learning activities. In relation to local development planning, community learning can expose adults to the purpose of development plans, methods of identifying community needs, project priorities, implementation processes, and opportunities for community participation. Participatory approaches can also allow adults to discuss local challenges and connect development information with their everyday experiences. Adults’ understanding of local development plans refers to their ability to explain the purpose, priorities, activities, and implementation directions contained within plans designed to guide community development. It includes understanding identified community needs, proposed projects, development objectives, expected responsibilities, and opportunities for participation. Community learning can strengthen this understanding by presenting planning information in clear and accessible forms and allowing adults to discuss its relevance to their communities. Improved understanding may enable adults to interpret development proposals more effectively and participate more meaningfully in community planning activities. The study will adopt a suitable descriptive survey research design. The population will comprise adults participating in selected community learning and development education programmes, from which an appropriate sample will be selected using a suitable sampling procedure. Data will be collected through a structured questionnaire and an appropriate knowledge assessment designed to measure participants’ understanding of local development plans. The research instruments will be subjected to appropriate validation procedures, while their reliability will be established before administration. Data collected will be analysed using relevant descriptive and inferential statistical techniques to determine the impact of community learning on adults’ understanding of local development plans. The study is expected to establish that community learning has a positive impact on adults’ understanding of local development plans. Adults who participate in structured community learning activities are expected to demonstrate improved understanding of development priorities, proposed projects, planning processes, implementation responsibilities, and opportunities for community participation. The study is also expected to indicate that participatory discussions and practical explanations can make development plans easier for adults to understand and relate to their community needs. The findings will have important implications for Adult Education practitioners, community development educators, local development stakeholders, and community leaders. Community learning programmes can incorporate practical explanations of development plans, participatory discussions, simplified planning materials, and community-based examples to improve adults’ understanding. Educators can also encourage adults to examine development priorities and discuss how proposed activities relate to identified community needs. Such approaches can promote informed participation and strengthen community members’ capacity to contribute constructively to local development processes. The study will be significant to adults, community organizations, development committees, local authorities, Adult Education practitioners, and other stakeholders involved in community development by providing useful information on the role of community learning in improving understanding of local development plans. It will recommend greater use of participatory community learning activities to explain development plans and encourage informed involvement in their implementation. The study will conclude that effective community learning can improve adults’ understanding of local development plans and contribute to more informed, inclusive, and constructive community development participation.
