Impact of Adult Learning Programmes on Adults’ Participation in Local Development Committees
Abstract
Adult learning programmes provide adults with knowledge, skills, and awareness that can strengthen their capacity to contribute to activities within their communities. Local development committees are community-based groups that coordinate, discuss, and support development-related matters such as infrastructure, education, sanitation, welfare, and other local initiatives. However, some adults have limited involvement in these committees because of inadequate knowledge, limited awareness of committee functions, or insufficient confidence to contribute to discussions and activities. This study will examine the impact of adult learning programmes on adults’ participation in local development committees, with the purpose of determining whether participation in adult learning programmes influences adults’ involvement in committee activities. Adult learning programmes involve organised educational experiences designed to meet the learning needs of adults. These programmes may include literacy classes, community workshops, skills-based learning, group discussions, awareness sessions, and practical learning activities. Through such programmes, adults can develop communication, problem-solving, information-use, and decision-making skills that may improve their ability to understand community issues and contribute effectively to organised community structures. Participation in local development committees refers to adults’ involvement in committee meetings, discussions, planning activities, community project deliberations, and other responsibilities carried out by local development committees. Adult learning programmes may influence this participation by improving adults’ knowledge of community issues, strengthening their communication skills, and increasing their confidence to contribute ideas and opinions during committee activities. Adults who acquire relevant knowledge and skills may therefore be better prepared to take active roles within local development committees. The study will adopt a quantitative research design. The population will comprise adult learners and adult community members who are eligible to participate in local development committees in selected communities. Data will be collected using a structured questionnaire designed to measure exposure to adult learning programmes and participation in local development committees. The instrument will be subjected to appropriate validity and reliability procedures before administration. Data collected will be analyzed using descriptive and inferential statistical techniques, while the relevant hypothesis will be tested at a 0.05 level of significance. The study is expected to establish that adult learning programmes have a positive impact on adults’ participation in local development committees. It is expected that adults who have greater exposure to relevant learning programmes will demonstrate higher levels of involvement in committee meetings, discussions, planning, and other committee activities. The study may also establish that adult learning improves the knowledge and communication abilities needed for adults to contribute more effectively to local development structures. The findings will have implications for the teaching and learning of adult education. Adult educators may need to incorporate community-based learning activities that develop adults’ communication, leadership, problem-solving, and decision-making skills. Learning activities that expose adults to practical community issues and committee-related responsibilities may help learners apply acquired knowledge beyond the classroom and participate more effectively in local structures. The study will be significant to adult learners, adult educators, local development committees, community organisations, community leaders, and educational planners. Adult learners may benefit from improved knowledge and skills for contributing to community structures, while adult educators may gain useful information for designing learning programmes that address practical community needs. Local development committees and community organisations may also use the findings to encourage more informed and meaningful adult involvement. The study will recommend that adult learning programmes should incorporate practical learning activities that prepare adults for effective involvement in local development structures. Adult educators should emphasise communication, problem-solving, decision-making, and community issue analysis, while local development committees should collaborate with adult education providers to create learning opportunities that prepare adults for committee responsibilities. The study will conclude that adult learning programmes can contribute significantly to improving adults’ participation in local development committees.
