Impact of Adult Learning on Adults’ Ability to Navigate Public Service Directories

Abstract

Public service directories are organized sources of information that provide details about government agencies, public institutions, community services, offices, contact points, and procedures for accessing available services. Adult Learning can equip adults with the knowledge and practical skills needed to locate, interpret, and use information contained in these directories. This study will examine the impact of Adult Learning on adults’ ability to navigate public service directories. The study is important because limited ability to use service directories may make it difficult for adults to identify appropriate public institutions, locate relevant services, and obtain accurate information about where and how services can be accessed. Adult Learning can expose adults to important skills involved in navigating public service directories, including identifying directory categories, locating agency names, interpreting service descriptions, finding contact details, understanding office locations, and following directory references. Through practical exercises, demonstrations, discussions, sample directories, and information-search activities, adults can develop greater confidence in locating relevant public service information. Learning can also introduce adults to both printed and digital directories and help them understand how information may be organized differently across various service platforms. Adults’ ability to navigate public service directories involves their capacity to locate relevant entries, interpret directory information, identify appropriate service providers, and use contact or location details to determine where assistance can be obtained. Adequate navigation ability can help adults save time, reduce confusion, and make more informed decisions when seeking public services. Adult Learning can strengthen this ability by providing repeated opportunities to practise information-search skills using realistic public service directories and service-related scenarios. The study will adopt a suitable descriptive survey research design. The population will comprise adults participating in selected Adult Education programmes, from which an appropriate sample will be selected using a suitable sampling procedure. Data will be collected through a structured questionnaire and a practical navigation assessment designed to measure adults’ ability to navigate public service directories. The research instruments will be subjected to appropriate validation procedures, while their reliability will be established before administration. Data collected will be analysed using relevant descriptive and inferential statistical techniques to determine the impact of Adult Learning on adults’ ability to navigate public service directories. The study is expected to establish that participation in Adult Learning contributes positively to adults’ ability to navigate public service directories. Adults exposed to relevant learning activities are expected to demonstrate improved ability to locate service providers, identify appropriate agencies, interpret service descriptions, find contact information, and determine where specific public services can be accessed. The study may further establish that practical information-search exercises and repeated exposure to authentic directory materials are useful for developing adults’ ability to navigate public service information effectively. The findings will have implications for Adult Education practitioners, community educators, public service organizations, and programme planners. Adult Learning programmes can incorporate practical information-navigation activities that allow adults to work with printed and digital public service directories. Demonstrations, search exercises, simulated service-seeking tasks, and community-based information activities can make learning more practical and help adults apply acquired skills when seeking public services. The study will be significant to adult learners, community members, Adult Education practitioners, public service organizations, and community development stakeholders by providing information on the role of learning in improving adults’ ability to navigate public service directories. It will recommend greater inclusion of practical public-service information literacy activities in relevant Adult Learning programmes and the use of learner-centred exercises that connect directory navigation with real-life service-seeking situations. The study will conclude that Adult Learning can provide an effective avenue for improving adults’ ability to navigate public service directories and supporting more informed and efficient access to public services.
