Impact of Adult Learning on Adults’ Ability to Access Social Welfare Services

Abstract

Adult learning provides adults with knowledge, skills, and information that can improve their ability to understand and access services available within their communities. Social welfare services are programmes and support systems designed to assist individuals and households with social, economic, educational, and basic welfare needs. However, some adults may experience difficulties accessing these services because they lack adequate information about eligibility requirements, application procedures, or available support programmes. This study will examine the impact of adult learning on adults’ ability to access social welfare services, with the purpose of determining whether adult learning improves adults’ knowledge and ability to obtain relevant welfare support. Adult learning involves formal, non-formal, and informal learning experiences through which adults acquire knowledge, skills, attitudes, and practical information. Learning activities may include adult literacy classes, community workshops, awareness sessions, group discussions, and practical training. Through these experiences, adults can develop reading, information-use, communication, and problem-solving skills that may help them understand information about available social welfare services and the procedures required to access them. The ability to access social welfare services refers to adults’ capacity to identify relevant welfare programmes, understand eligibility conditions, locate appropriate service providers, complete required procedures, and obtain available support. Adult learning may influence this ability by improving adults’ literacy, information interpretation, awareness, and confidence in dealing with service providers. Adults who acquire relevant knowledge and practical skills may therefore be better prepared to identify suitable welfare services and navigate the processes involved in accessing them. The study will adopt a quantitative research design. The population will comprise adult learners and adult community members who are eligible for or have access to social welfare services in selected communities. Data will be collected using a structured questionnaire designed to measure exposure to adult learning and adults’ ability to access social welfare services. The instrument will be subjected to appropriate validity and reliability procedures before administration. Data collected will be analyzed using descriptive and inferential statistical techniques, while the relevant hypothesis will be tested at a 0.05 level of significance. The study is expected to establish that adult learning has a positive impact on adults’ ability to access social welfare services. It is expected that adults with greater exposure to relevant learning opportunities will demonstrate better knowledge of available welfare services and greater ability to understand eligibility requirements and access procedures. The study may further establish that functional learning experiences improve adults’ confidence in seeking information and completing the necessary processes for obtaining welfare support. The findings will have implications for the teaching and learning of adult education. Adult educators may need to incorporate practical lessons on accessing public and community-based welfare services into adult learning programmes. Activities involving the interpretation of service information, understanding eligibility conditions, completing forms, and locating appropriate service providers may help learners develop practical skills that can be applied to real-life welfare needs. The study will be significant to adult learners, adult educators, social welfare agencies, community organisations, social development practitioners, and educational planners. Adult learners may benefit from improved knowledge and ability to access welfare services, while adult educators may gain information for designing learning programmes that address practical social needs. Social welfare agencies and community organisations may also use the findings to improve awareness and educational strategies that help adults navigate available welfare services. The study will recommend that adult learning programmes should include practical information on available social welfare services and the procedures for accessing them. Adult educators should use functional learning activities to strengthen adults’ ability to interpret welfare information, understand eligibility requirements, and complete relevant procedures. Social welfare agencies should also collaborate with adult education providers to improve public awareness of available services. The study will conclude that adult learning can contribute significantly to improving adults’ ability to access social welfare services.
