Impact of Adult Education on Adults’ Ability to Interpret Service Guidelines

Abstract

The ability to interpret service guidelines is an important functional skill because it enables adults to understand information about how services are accessed, the requirements for using them, applicable procedures, and conditions that users are expected to observe. Adult education provides learners with literacy, comprehension, and information-processing skills that can strengthen their ability to understand practical written information. However, some adults may experience difficulties interpreting service guidelines because of unfamiliar terminology, complex instructions, or difficulty identifying important requirements. This study therefore aims to examine the impact of adult education on adults’ ability to interpret service guidelines. Adult education exposes learners to structured reading and comprehension activities that can improve their ability to process practical written information. Through guided exercises, learners may practise identifying important instructions, recognizing conditions, distinguishing requirements from general information, and determining the meaning of specific guidelines. Regular engagement with practical texts can help adults develop systematic approaches to reading and interpreting information required for accessing and using different services. The ability to interpret service guidelines refers to the capacity to read, understand, and derive the intended meaning from written information that explains how a service should be accessed or used. Effective interpretation involves identifying requirements, understanding procedures, recognizing applicable conditions, and determining what actions are expected from the service user. Adult education is expected to influence this ability by strengthening functional reading comprehension and practical information-processing skills. The study will adopt a quasi-experimental research design. The population will consist of adult learners enrolled in selected adult education programmes, from which an appropriate sample will be selected. Data will be collected using a service-guideline interpretation assessment administered before and after exposure to relevant adult education activities. The data obtained will be analysed using appropriate descriptive and inferential statistical techniques to determine the impact of adult education on adults’ ability to interpret service guidelines. The study is expected to establish that adult learners exposed to adult education demonstrate improved ability to interpret service guidelines compared with their performance before the intervention. The findings are expected to show improvements in identifying requirements, understanding procedures, interpreting conditions, and determining appropriate actions from written guidelines. This would suggest that adult education can contribute positively to adults’ ability to understand practical information related to service use. The findings will have implications for teaching and learning in adult education programmes. Adult education instructors may incorporate practical service guidelines into reading and comprehension activities. Learners can be given opportunities to identify requirements, interpret procedures, explain conditions, and determine appropriate responses to different guideline-based situations. Such activities may strengthen the practical relevance of functional literacy instruction. Adult learners, adult education instructors, programme coordinators, curriculum developers, and educational administrators are expected to benefit from the findings. Adult learners may develop stronger abilities to understand practical service information, while instructors may gain useful approaches for teaching functional interpretation skills. Programme coordinators and curriculum developers may also use the findings to strengthen practical reading and information-processing activities within adult education programmes. The study recommends that adult education programmes should incorporate practical exercises involving the interpretation of service guidelines and similar everyday written materials. Instructors should guide learners in identifying key requirements, understanding procedures, recognizing conditions, and determining appropriate actions from written information. It is concluded that adult education can play an important role in improving adults’ ability to interpret service guidelines and strengthening their capacity to use practical written information effectively.
