Abstract
Adult education plays an important role in equipping adults with knowledge and competencies that can improve their participation in social, civic, and community affairs. Public consultation procedures provide opportunities for members of the public to receive information, express opinions, raise concerns, and contribute suggestions concerning proposed policies, projects, programmes, and community decisions. However, inadequate knowledge of how public consultations are organized and accessed may limit adults’ ability to participate effectively. This study will examine the effect of adult education on adults’ knowledge of public consultation procedures, with the purpose of determining whether adult education can improve adults’ understanding of the processes and requirements involved in public consultation. Adult education involves organized learning experiences designed to address the practical, social, civic, and educational needs of adults. In relation to public consultation, adult education may involve civic education sessions, community discussions, workshops, public information activities, role-play exercises, and participatory learning. Through these activities, adults can learn about consultation notices, meeting procedures, opportunities for submitting opinions, channels for communicating concerns, and appropriate methods of contributing to public discussions. Practical learning can make consultation processes easier to understand and enable adults to relate civic information to situations within their communities. Adults’ knowledge of public consultation procedures refers to their ability to identify, explain, and understand the processes involved in participating in public consultation activities. This includes recognizing consultation opportunities, understanding relevant information, knowing where and how to submit views, identifying appropriate participation channels, and understanding the procedures associated with consultation meetings. Adult education can strengthen this knowledge by presenting consultation procedures in accessible language and providing practical examples of participation. Increased knowledge may enable adults to recognize relevant opportunities and contribute their views more appropriately to matters affecting their communities. The study will adopt a suitable descriptive survey research design. The population will comprise adults participating in selected adult education and civic learning programmes, from which an appropriate sample will be selected using a suitable sampling procedure. Data will be collected through a structured questionnaire and an appropriate knowledge assessment designed to measure participants’ understanding of public consultation procedures. The research instruments will be subjected to appropriate validation procedures, while their reliability will be established before administration. Data collected will be analysed using relevant descriptive and inferential statistical techniques to determine the effect of adult education on adults’ knowledge of public consultation procedures. The study is expected to establish that adult education has a positive effect on adults’ knowledge of public consultation procedures. Adults exposed to relevant educational activities are expected to demonstrate improved understanding of consultation opportunities, participation requirements, submission channels, meeting procedures, and appropriate methods of communicating their views. The study is also expected to show that practical and participatory learning activities can make public consultation processes more understandable and improve adults’ confidence in navigating such procedures. The findings will have important implications for Adult Education practitioners, civic educators, community leaders, and organizations involved in public engagement. Adult education programmes can incorporate practical consultation exercises, simplified civic information, simulated consultation meetings, and community-based discussions to improve adults’ understanding of participation procedures. Educators can also use realistic examples of consultation notices and submission processes to help adults develop the ability to interpret relevant information and communicate their opinions appropriately. Such approaches can encourage more informed and constructive civic participation. The study will be significant to adults, community organizations, civic educators, public institutions, and other stakeholders involved in community development and public engagement. It will recommend greater integration of practical civic participation activities into adult education programmes, with emphasis on accessible explanations of consultation procedures and opportunities for participation. The study will conclude that effective adult education can improve adults’ knowledge of public consultation procedures and contribute to more informed, constructive, and inclusive participation in public affairs.
