Abstract
Adult education provides individuals with practical knowledge and skills that support effective decision-making in everyday life. One important practical information skill is the ability to interpret weather forecasts, which involves understanding information about expected temperature, rainfall, wind conditions, cloud cover, and other weather indicators. The ability to understand such information can assist adults in planning travel, work, farming, outdoor activities, and other daily responsibilities. However, some adults may experience difficulty interpreting weather information presented through different communication formats. This study therefore aims to examine the effect of adult education on adults’ ability to interpret weather forecasts. Adult education can improve adults’ understanding of weather forecasts through structured lessons, discussions, demonstrations, illustrations, and practical exercises. Learning activities may introduce adults to common weather symbols, temperature readings, rainfall probabilities, wind information, and other basic forecast elements. Educators can also use familiar weather reports and practical examples to help learners understand how different forms of weather information communicate expected conditions and how the information can be applied to everyday situations. The ability to interpret weather forecasts enables adults to understand and use weather information when making practical decisions. Adults who can correctly interpret forecasts may be better able to determine expected weather conditions, recognize possible changes in weather, and use forecast information when planning their activities. Adult education may therefore strengthen this ability by providing learners with relevant knowledge, practical interpretation exercises, and opportunities to apply weather information to familiar situations. The study will adopt a survey research design. The population will comprise adults participating in selected adult education programmes. A sample will be selected using an appropriate sampling procedure. Data will be collected using a structured questionnaire and a weather-forecast interpretation assessment containing selected forecast information, symbols, and numerical weather indicators. The collected data will be analysed using descriptive statistics and appropriate inferential statistical techniques to determine the effect of adult education on adults’ ability to interpret weather forecasts. The study is expected to establish that adult education has a positive effect on adults’ ability to interpret weather forecasts. Adults who participate in relevant learning activities are expected to demonstrate improved understanding of weather symbols, temperature information, rainfall forecasts, wind conditions, and other commonly presented forecast information. The study may also indicate greater confidence among adults in using weather forecasts when making decisions about their daily activities. The findings will have implications for the teaching and learning of practical information skills in adult education programmes. Adult educators may be encouraged to incorporate actual weather reports, visual symbols, charts, discussions, and practical interpretation exercises into relevant lessons. Connecting weather information with familiar activities such as travel, agriculture, work, and outdoor planning may make learning more meaningful and improve adults’ ability to apply acquired knowledge. The study will be beneficial to adult learners, adult educators, community learning centres, curriculum planners, agricultural extension educators, and policymakers. Adult learners may develop improved skills for understanding information contained in weather forecasts, while educators may gain useful approaches for teaching practical interpretation skills. Curriculum planners and policymakers may also use the findings to strengthen relevant practical information and environmental learning components within adult education programmes. The study recommends that adult education programmes should incorporate practical activities that improve adults’ ability to interpret weather forecasts. Adult educators should use realistic weather reports, visual materials, demonstrations, discussions, and scenario-based exercises to reinforce learners’ understanding of forecast information. It is concluded that effective adult education can strengthen adults’ ability to interpret weather forecasts and support better planning and decision-making in everyday activities.
