Impact of Public Sector Accounting Education on Students’ Understanding of Government Financial Accountability in Nigeria
Abstract
Public sector financial accountability is an essential component of effective government financial management because it promotes transparency, responsible use of public resources, compliance with financial regulations, and confidence in government institutions. Accounting Education students require adequate understanding of public sector accounting principles and procedures to develop the knowledge and competencies necessary to interpret government financial activities and appreciate the importance of accountability in the management of public funds. However, inadequate exposure to practical public sector accounting concepts, government financial procedures, budgeting processes, public expenditure management, and accountability mechanisms may limit students’ understanding of government financial accountability in Nigeria. Public Sector Accounting Education provides students with knowledge of government accounting systems, public financial management, budgeting, revenue and expenditure control, financial reporting, auditing, internal controls, and accountability practices. Against this background, this study investigates the impact of Public Sector Accounting Education on students’ understanding of government financial accountability in Nigeria. The study will be anchored on Experiential Learning Theory, Human Capital Theory, and Agency Theory. Experiential Learning Theory explains how students develop understanding through practical experiences, reflection, conceptualization, and application of knowledge to real-world situations. Human Capital Theory emphasizes the importance of investing in education and relevant skills to improve students’ knowledge, competence, productivity, and professional preparedness. Agency Theory explains the relationship between citizens as principals and public officials as agents, emphasizing the importance of transparency, monitoring, reporting, and accountability in the management of public resources. Collectively, these theoretical perspectives provide a suitable framework for explaining how Public Sector Accounting Education may influence students’ understanding of government financial accountability. The study will adopt a quantitative quasi-experimental research design. The population will comprise Accounting Education students enrolled in selected Nigerian universities and polytechnics. A multistage sampling technique will be used to select institutions, departments, levels of study, classes, and eligible students. Data will be collected using structured questionnaires, public sector accounting knowledge tests, government financial accountability assessment scales, case-study exercises, practical tasks, document-analysis exercises, observation checklists, and pre-test and post-test assessments. Public Sector Accounting Education will be assessed using indicators such as exposure to public sector accounting courses, government accounting principles, public financial management, budgeting, government revenue accounting, government expenditure accounting, fund accounting, treasury procedures, public-sector financial reporting, government financial statements, financial regulations, internal control systems, auditing, public procurement, expenditure authorization, financial documentation, budget implementation, budget monitoring, public debt management, fiscal responsibility, cash management, revenue collection, expenditure control, financial reporting procedures, audit procedures, legislative oversight, financial disclosure, public financial information, government accounting standards, public financial management information systems, practical case studies, accounting simulations, government financial-document analysis, practical demonstrations, field-based learning, classroom discussions, group activities, problem-solving exercises, and assessment activities. Inferential statistical techniques, including paired and independent t-tests, analysis of covariance (ANCOVA), correlation analysis, and multiple regression analysis where appropriate, will be used to determine the impact of Public Sector Accounting Education on students’ understanding of government financial accountability. Where a quasi-experimental design is adopted, students’ accountability-understanding scores before and after exposure to Public Sector Accounting Education may be compared with those of a control group receiving conventional instruction to determine changes associated with the educational intervention. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that Public Sector Accounting Education has a significant positive impact on students’ understanding of government financial accountability in Nigeria. Students exposed to structured and practical public sector accounting education are expected to demonstrate improved understanding of how public funds are collected, allocated, controlled, recorded, reported, audited, and monitored. Education on government accounting principles may improve students’ understanding of the distinctive features of public sector financial management. Public financial management activities may strengthen students’ understanding of how government resources are planned and controlled. Budgeting activities may improve students’ understanding of budget preparation, implementation, monitoring, and accountability. Government revenue and expenditure accounting may strengthen students’ ability to appreciate the importance of accurate recording and control of public resources. Treasury procedures may improve students’ understanding of government cash management and financial controls. Public-sector financial reporting activities may strengthen students’ ability to interpret government financial statements and appreciate their role in accountability. Internal-control education may improve students’ awareness of procedures designed to safeguard public resources. Auditing activities may strengthen students’ understanding of independent examination and reporting on government financial activities. Public procurement education may improve students’ understanding of transparency and accountability in government purchasing processes. Financial-regulation activities may strengthen students’ awareness of compliance requirements governing public funds. Budget-monitoring exercises may improve students’ ability to recognize deviations between approved and actual government expenditure. Audit-report interpretation may strengthen students’ ability to identify financial irregularities and accountability concerns. Legislative-oversight activities may improve students’ understanding of the role of government institutions in monitoring public expenditure. Practical case studies may help students apply theoretical knowledge to realistic government financial situations. Document-analysis exercises may strengthen students’ ability to interpret government financial records and supporting documents. Simulations and practical demonstrations may improve students’ understanding of government accounting procedures. Group discussions and problem-solving activities may strengthen students’ ability to analyse public financial accountability issues. Exposure to real-world public sector accounting situations may also improve students’ awareness of transparency, stewardship, responsible resource utilization, and compliance with financial regulations. However, the effectiveness of Public Sector Accounting Education may be constrained by inadequate practical teaching resources, limited access to authentic government financial documents, insufficient exposure to public financial management systems, outdated instructional materials, large class sizes, limited practical training periods, inadequate accounting laboratories, insufficient lecturer training, weak collaboration between educational institutions and government accounting organizations, limited use of practical case studies, and inadequate integration of contemporary public financial management issues into Accounting Education curricula. The study therefore expects practical, structured, relevant, and adequately supervised Public Sector Accounting Education to contribute significantly to improved understanding of government financial accountability among Accounting Education students in Nigeria. The study is expected to contribute to the literature on Public Sector Accounting Education, government financial accountability, public sector accounting, public financial management, government accounting, budgeting, public expenditure management, government revenue accounting, financial reporting, auditing, internal controls, public procurement, fiscal responsibility, financial regulations, legislative oversight, transparency, stewardship, financial disclosure, accountability education, accounting education, practical accounting education, Experiential Learning Theory, Human Capital Theory, Agency Theory, workplace readiness, professional competence, and Accounting Education in Nigeria.
