Effect of Economic Policy Education on Students’ Understanding of Accounting Implications of Government Policies in Nigeria

 

Abstract

Government economic policies have significant implications for business operations, financial reporting, taxation, public finance, investment decisions, and the accounting environment within which organizations operate. Accounting Education students therefore require adequate knowledge of how monetary, fiscal, trade, exchange-rate, taxation, inflation, interest-rate, and other economic policies may influence accounting practices and financial decisions. However, students may have limited opportunities to connect theoretical accounting knowledge with contemporary government economic policies and their practical implications for accounting. Economic Policy Education provides an opportunity to expose students to current economic policies and guide them in analysing how such policies affect accounting information, financial reporting, taxation, business costs, investment decisions, and organizational financial management. Against this background, this study investigates the effect of Economic Policy Education on students’ understanding of the accounting implications of government policies in Nigeria. The study will be anchored on Experiential Learning Theory, Cognitive Learning Theory, and Human Capital Theory. Experiential Learning Theory explains how students develop understanding through practical experiences, reflection, conceptualization, and application of knowledge to real-world situations. Cognitive Learning Theory emphasizes how learners acquire, organize, interpret, and apply information to develop meaningful understanding of complex concepts. Human Capital Theory explains how investment in relevant knowledge and skills improves students’ competence, productivity, employability, and preparedness for professional responsibilities. Collectively, these theoretical perspectives provide a suitable framework for explaining how Economic Policy Education may influence students’ understanding of the accounting implications of government policies. The study will adopt a quantitative quasi-experimental research design. The population will comprise Accounting Education students enrolled in selected Nigerian universities and polytechnics. A multistage sampling technique will be used to select institutions, departments, levels of study, classes, and eligible students. Data will be collected using structured questionnaires, accounting-policy knowledge assessment instruments, policy interpretation tasks, case-study exercises, scenario-based questions, practical analysis exercises, and pre-test and post-test assessments. Economic Policy Education will be assessed using indicators such as exposure to government economic policies, fiscal policy education, monetary policy education, taxation policy education, exchange-rate policy education, trade-policy education, import and export policy education, interest-rate policy education, inflation-policy education, public expenditure policy education, government revenue policy education, borrowing and debt-management policy education, subsidy-policy education, investment-policy education, business-regulation policy education, economic-reform education, policy-document analysis, interpretation of government policy statements, analysis of policy objectives, analysis of policy instruments, discussion of policy changes, classroom case studies, practical policy scenarios, current-affairs discussions, group activities, individual assignments, policy-report analysis, accounting application exercises, financial-report interpretation, taxation exercises, financial decision-making exercises, and lecturer-guided policy analysis. Students’ understanding of the accounting implications of government policies will be assessed using indicators such as ability to identify relevant government policies, explain policy objectives, identify affected accounting areas, explain fiscal-policy effects on accounting, explain monetary-policy effects on accounting, analyse taxation-policy implications, interpret changes in tax rates, identify tax-related accounting effects, explain exchange-rate-policy implications, analyse foreign-currency transactions, recognize exchange differences, explain inflationary effects on financial reporting, analyse interest-rate effects on borrowing costs, explain trade-policy effects on imports and exports, analyse customs and import-related costs, explain subsidy implications for business transactions, identify effects of public expenditure policies, analyse government revenue measures, explain borrowing and debt-policy implications, identify effects of investment policies, analyse business-regulation requirements, interpret policy changes, connect economic policies with accounting procedures, analyse effects on financial statements, identify effects on revenue, expenses, assets, liabilities, equity, cash flows, taxes, inventory, receivables, payables, foreign-currency balances, borrowing costs, investments, and financial disclosures, evaluate policy-related financial consequences, apply accounting principles to policy scenarios, interpret policy-related financial information, make appropriate accounting decisions, communicate policy implications, and demonstrate overall understanding of government policy effects on accounting. Descriptive statistics will be used to summarize students’ demographic and academic characteristics, exposure to Economic Policy Education, policy knowledge, and understanding of accounting implications. Inferential statistical techniques, including paired and independent t-tests, analysis of covariance (ANCOVA), correlation analysis, and multiple regression analysis where appropriate, will be used to determine the effect of Economic Policy Education on students’ understanding of the accounting implications of government policies. Where a quasi-experimental design is adopted, students’ understanding scores before and after exposure to Economic Policy Education may be compared with those of a control group receiving conventional instruction to determine changes associated with the intervention. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that Economic Policy Education has a significant positive effect on students’ understanding of the accounting implications of government policies in Nigeria. Students exposed to structured and practical Economic Policy Education are expected to demonstrate improved ability to identify, interpret, analyse, and apply government economic policies to accounting situations. Fiscal-policy education may improve students’ understanding of how government taxation and expenditure decisions influence business transactions and accounting records. Monetary-policy education may strengthen students’ understanding of how changes in money supply, interest rates, and credit conditions affect borrowing, investment, financing costs, and financial decisions. Taxation-policy education may improve students’ ability to identify changes in tax rates, tax bases, tax obligations, and their effects on accounting records and financial reporting. Exchange-rate-policy education may strengthen students’ ability to analyse foreign-currency transactions, exchange differences, imported goods, foreign liabilities, and other exchange-rate-sensitive accounting items. Inflation-policy education may improve students’ understanding of how changing price levels can affect costs, asset values, purchasing power, financial analysis, and interpretation of financial information. Interest-rate policy education may strengthen students’ ability to analyse borrowing costs, loan obligations, finance expenses, and investment returns. Trade-policy education may improve students’ understanding of how import and export policies affect inventory costs, customs-related charges, foreign transactions, and business expenses. Subsidy-policy education may strengthen students’ ability to identify the accounting implications of government-supported business activities. Public expenditure-policy education may improve students’ understanding of how government spending decisions affect economic activity and organizations operating within the public and private sectors. Government revenue-policy education may strengthen students’ understanding of revenue-generating measures and their accounting implications. Borrowing and debt-management policy education may improve students’ ability to analyse government and business financing environments, interest obligations, and debt-related financial information. Investment-policy education may strengthen students’ understanding of incentives, investment decisions, capital expenditure, and financial planning. Business-regulation policy education may improve students’ ability to identify regulatory requirements that influence financial records, reporting, taxation, and compliance. Economic-reform education may strengthen students’ ability to evaluate the accounting consequences of major policy changes. Policy-document analysis may improve students’ ability to interpret official economic-policy information. Policy-objective analysis may strengthen students’ understanding of why governments introduce particular economic measures. Policy-instrument analysis may improve students’ ability to identify the mechanisms used to implement government policies. Policy-change discussions may strengthen students’ awareness of how changes in government policies can affect accounting practices. Classroom case studies may help students connect economic policies with realistic accounting situations. Practical policy scenarios may improve students’ ability to apply policy knowledge to accounting problems. Current-affairs discussions may strengthen students’ awareness of contemporary economic developments. Group activities may improve collaborative policy analysis. Individual assignments may strengthen independent research and interpretation skills. Policy-report analysis may improve students’ ability to extract accounting implications from economic reports. Accounting application exercises may strengthen students’ ability to translate economic policy information into accounting decisions. Financial-report interpretation may improve students’ ability to identify policy-related effects on financial statements. Taxation exercises may strengthen students’ ability to apply changes in tax policies to accounting calculations and records. Financial decision-making exercises may improve students’ ability to consider economic policy conditions when making accounting-related decisions. However, the effectiveness of Economic Policy Education may be constrained by rapidly changing government policies, limited access to current policy documents, inadequate instructional materials, insufficient use of contemporary Nigerian economic examples, limited lecturer knowledge of current policy developments, inadequate practical learning resources, large class sizes, limited classroom time, excessive reliance on theoretical instruction, insufficient access to government economic reports, low student engagement with economic affairs, and weak integration of current economic-policy analysis into Accounting Education curricula. The study will also provide evidence-based recommendations for integrating current economic-policy analysis into Accounting Education programmes, exposing students to contemporary Nigerian policy documents and economic reports, strengthening practical policy-interpretation exercises, using real-world economic-policy case studies, improving students’ ability to analyse policy effects on financial statements and accounting decisions, encouraging regular discussion of economic developments, strengthening lecturers’ capacity to teach contemporary economic-policy issues, and aligning Accounting Education curricula with the changing economic and regulatory environment in Nigeria.
