The Influence of Space Allocation on Functional Efficiency in Public Buildings
Abstract
Space allocation is a fundamental aspect of public building design because the distribution of available floor area determines how effectively different functions can be accommodated. Public buildings often contain diverse spaces serving staff, visitors, service providers, and other users, making appropriate allocation essential for efficient operation. Inadequate allocation may result in overcrowded rooms, underutilized areas, insufficient circulation, and conflicts between activities. Assessing space allocation is therefore important for improving the functional efficiency and overall performance of public buildings. This study examines the influence of space allocation on functional efficiency in public buildings by assessing how floor areas are distributed among major functional spaces. Factors such as room size, occupancy requirements, circulation areas, service spaces, storage, waiting areas, and shared facilities are considered. The study evaluates whether the amount of space assigned to individual functions corresponds adequately with their operational requirements. Attention is also given to the relationship between primary, secondary, and support spaces within public buildings. The research further investigates the relationship between space allocation and user movement. Adequate allocation of corridors, entrances, reception areas, stairs, lifts, and waiting spaces can support efficient circulation and reduce congestion. The study considers how the positioning and size of these spaces affect travel distances, pedestrian flow, accessibility, and interactions between different user groups. It also examines how effective spatial distribution can reduce unnecessary circulation areas while maintaining convenient connections between related functions. In addition to circulation, the study considers how space allocation influences privacy, flexibility, user comfort, and operational efficiency. Different activities require different spatial conditions, and allocating inappropriate amounts of space can interfere with their performance. The relationship between office spaces, meeting rooms, public service areas, storage, staff facilities, and communal spaces is therefore assessed. The study also considers the ability of allocated spaces to accommodate changes in occupancy, furniture arrangements, technology, and future functional requirements. Challenges affecting space allocation may include limited building footprints, changing user demands, regulatory requirements, budget constraints, and insufficient understanding of actual patterns of space use. Over-allocation can lead to wasted floor area and increased construction and maintenance costs, while under-allocation may create congestion and reduce productivity. Identifying these imbalances can support more evidence-based approaches to allocating space according to functional needs and expected patterns of use. The study aims to establish the influence of space allocation on functional efficiency in public buildings and identify planning strategies that promote appropriate and effective distribution of floor areas. Its findings are expected to assist architects, planners, facility managers, and public-sector building developers in making informed decisions about space requirements and spatial organization. The study contributes to functional public architecture by emphasizing efficient space allocation as a means of improving circulation, usability, adaptability, occupant comfort, and overall building performance.
