Abstract
Building layout plays an important role in determining how effectively public service facilities support the delivery of services to their users. Government offices, administrative centres, civic facilities, and other public service buildings require spatial arrangements that promote efficient movement, clear organization, accessibility, privacy, and effective interaction between staff and users. Poorly planned layouts may result in congestion, confusing circulation, long waiting times, and inefficient use of available spaces. Examining the relationship between building layout and service delivery is therefore important for improving the functionality of public facilities. This study examines the effect of building layout on the functionality and efficiency of public service delivery spaces. It focuses on the spatial arrangement of reception areas, waiting spaces, service counters, offices, circulation routes, consultation areas, and supporting facilities. The study considers how the positioning and relationship of these spaces influence movement patterns, user orientation, staff operations, and the overall experience of people accessing public services. Particular attention is given to circulation and spatial connectivity within public service buildings. Clear and logically organized circulation routes can reduce unnecessary movement, improve wayfinding, and facilitate efficient access to different service areas. The study also considers the relationship between public, semi-public, and staff-only spaces, as appropriate zoning can help manage movement while maintaining necessary levels of privacy and operational control. The study further examines how building layout influences waiting and service interaction. The location, size, and configuration of waiting areas can affect comfort, crowd management, communication, and perceived service efficiency. Adequate seating, appropriate queue organization, visibility of service points, and convenient access to amenities are considered important spatial factors. The relationship between service areas and staff workspaces is also examined in terms of supporting effective administrative operations. Challenges such as overcrowding, inadequate space allocation, poor spatial flexibility, limited accessibility, unclear circulation, and inappropriate separation of functions can negatively affect public service delivery. These challenges may become more pronounced when buildings experience changes in user demand or service requirements over time. Flexible layouts that allow spaces to accommodate changing operational needs can therefore contribute to improved functionality and long-term building performance. The study aims to assess the relationship between building layout and the effectiveness of public service delivery spaces. Its findings are expected to provide useful guidance for architects, planners, facility managers, and public-sector decision-makers in designing and improving service-oriented buildings. The study can contribute to the development of public facilities that are more efficient, accessible, user-friendly, and responsive to the operational requirements of contemporary public service delivery.
