Effect of Local Community Needs Assessment on Architectural Planning Decisions
Abstract
The study examines the effect of local community needs assessment on architectural planning decisions, with emphasis on how information about the needs, preferences, activities, and priorities of community members influences decisions made during the planning and design of buildings and community facilities. Understanding local needs is important in developing architectural solutions that respond to the social, cultural, functional, and environmental conditions of the people who will use them. Effective needs assessment can therefore provide architects and planners with relevant information for making informed decisions about space requirements, facility provision, site organization, accessibility, and functional relationships. The study will assess the extent to which local community needs are considered during architectural planning and how such information influences decisions relating to site selection, spatial organization, facility provision, circulation, accessibility, environmental considerations, and the allocation of spaces. Attention will also be given to the methods used to identify community needs, including consultations, interviews, questionnaires, observations, community meetings, and participatory planning activities. The study will examine how the information obtained from these processes is incorporated into architectural planning decisions. A descriptive cross-sectional research design will be adopted for the study. An appropriate sample of community members, architects, planners, developers, or relevant stakeholders will be selected using a suitable sampling technique. Data will be collected through structured questionnaires, interviews, field observations, and review of relevant planning and design documents where available. The collected data will be analyzed using descriptive statistics such as frequency, percentage, mean, and standard deviation, while appropriate inferential techniques may be applied to determine relevant relationships within the study. The study is expected to reveal that systematic assessment of local community needs contributes to more responsive architectural planning decisions by providing information on users’ priorities, activities, spatial requirements, accessibility concerns, and facility expectations. The findings may also show that limited community involvement or inadequate needs assessment can result in planning decisions that do not fully reflect local requirements. Other factors such as project budget, site conditions, planning regulations, professional standards, available infrastructure, and development priorities may also influence the extent to which community needs are incorporated into architectural decisions. The findings will be useful to architects, urban planners, community development practitioners, developers, local authorities, and other stakeholders involved in the planning of community-oriented buildings and facilities. The study may provide useful information for improving participatory approaches to architectural planning and ensuring that design decisions are informed by the actual needs and experiences of intended users. It may also support the development of more functional, accessible, culturally appropriate, and socially responsive architectural environments. The study will conclude by establishing the role of local community needs assessment in shaping architectural planning decisions and improving the responsiveness of building and facility planning. It is recommended that architects and planning stakeholders adopt systematic community consultation and needs assessment procedures at appropriate stages of the planning process. Further studies should examine community participation across different building types and development contexts to improve understanding of its contribution to architectural planning and design outcomes.
