Abstract
Accessibility in public buildings is an important aspect of inclusive architectural design because public facilities are expected to accommodate people with different physical abilities, ages, mobility levels, and sensory needs. Buildings such as schools, hospitals, government offices, transport facilities, cultural centres, and commercial spaces should provide safe and convenient access for all users. However, inadequate accessibility provisions, poor maintenance, inappropriate circulation systems, and limited consideration of universal design principles can restrict the independent use of public buildings by persons with disabilities and other vulnerable groups. This study assesses accessibility in public buildings with emphasis on the physical and functional features that influence users' ability to enter, move through, use, and exit buildings safely. It examines elements such as entrances, ramps, stairs, lifts, corridors, doorways, sanitary facilities, parking areas, signage, seating, and circulation routes. The assessment also considers how the arrangement and dimensions of these elements affect the usability of public facilities for people with different mobility and sensory requirements. Particular attention is given to universal design principles and their application in public building environments. Features such as step-free entrances, appropriate ramp gradients, adequate doorway widths, accessible toilets, handrails, tactile indicators, visual information, and clear circulation routes can improve independent movement and reduce barriers. The study considers the extent to which these provisions are incorporated into existing public buildings and whether they provide continuous and convenient access from external approaches through the major functional spaces of the building. The study also examines the relationship between accessibility and user experience. A building may contain individual accessibility features but remain difficult to use when these elements are poorly located, disconnected, inadequately maintained, or combined with confusing circulation patterns. Accessibility therefore requires an integrated approach that considers physical, sensory, cognitive, and operational factors. Effective design can improve safety, dignity, participation, and comfort while allowing public buildings to serve a broader range of users. Several challenges may affect accessibility in existing public buildings, including inadequate enforcement of building regulations, limited awareness of inclusive design principles, financial constraints, structural limitations, poor maintenance, and the absence of accessibility considerations during renovation. In some cases, modifications may be implemented as isolated additions rather than integrated into the overall architectural design. Addressing these challenges requires stronger regulatory implementation, professional awareness, regular building assessments, user consultation, and appropriate upgrading strategies. The study aims to assess the level of accessibility in public buildings and identify architectural and management strategies for improving inclusive access. The findings are expected to support architects, building managers, planners, policymakers, and public institutions in developing environments that can be used safely and independently by a wider range of people. By incorporating accessibility from the early stages of design and improving existing facilities through appropriate interventions, public buildings can become more inclusive, equitable, functional, and responsive to diverse user needs.
