Effect of Climate Information Services on Farmers’ Agricultural Decision-Making

Abstract

Climate information services are important tools for supporting farmers in making informed agricultural decisions under changing weather and climate conditions. Timely information on rainfall patterns, temperature, drought, flooding, weather forecasts, and other climate-related conditions can assist farmers in planning farm activities and managing production risks. However, farmers may face difficulties in accessing reliable, timely, and understandable climate information. Climate information services can provide relevant forecasts and advisory information through agricultural extension channels, radio, mobile phones, digital platforms, and other communication systems. This study will examine the effect of climate information services on farmers’ agricultural decision-making. The study will assess how access to climate information influences farmers’ decisions concerning major agricultural activities. It will also examine the extent to which farmers use climate information when planning and managing their farming operations and determine the relationship between access to climate information services and agricultural decision-making. The study will focus on the availability, accessibility, timeliness, clarity, and frequency of climate information received by farmers. Agricultural decisions to be assessed will include land preparation, choice of planting dates, crop selection, seed selection, fertilizer application, irrigation and water management, pest and disease management, harvesting periods, and responses to drought or excessive rainfall. The study will also consider the major channels through which farmers receive climate information, including extension agents, radio, television, mobile phones, farmer organisations, and digital platforms. A quantitative research approach will be adopted for the study. Data will be collected from farmers using structured questionnaires designed to obtain information on access to climate information services and the use of such information in agricultural decision-making. The collected data will be analysed using descriptive statistics, correlation analysis, and regression analysis to determine the relationship between climate information services and farmers’ agricultural decision-making. The study is expected to reveal that access to timely and relevant climate information services has a positive effect on farmers’ agricultural decision-making. Farmers who receive and understand climate information may be more likely to adjust planting dates, select suitable crops and varieties, plan fertilizer application, manage water resources, prepare for extreme weather conditions, and determine appropriate harvesting periods. The study may also identify challenges such as limited access to information, poor communication networks, inadequate understanding of forecasts, and delays in receiving climate information. The study will be useful to farmers, agricultural extension agents, meteorological agencies, government agricultural institutions, climate information providers, non-governmental organisations, policymakers, and researchers. The findings may assist relevant organisations in improving the delivery of farmer-friendly climate information and strengthening communication channels between climate information providers and farming communities. It may also support the development of agricultural advisory programmes that integrate reliable climate information into farm management decisions. The study concludes that climate information services are important for supporting farmers’ agricultural decision-making and improving their ability to respond to changing weather conditions. It is therefore recommended that agricultural extension agencies and climate information providers strengthen the timely dissemination of accurate, accessible, and easy-to-understand climate information. Greater use of extension networks, radio, mobile communication, and digital platforms should be encouraged to ensure that farmers receive relevant climate information for planning planting, crop management, harvesting, and other agricultural activities.
