The Effect of Public Toilet Distribution on Accessibility in Civic Complexes
Abstract
Public toilets are essential support facilities within civic complexes, serving visitors, staff, and other users throughout their time in public buildings. Their distribution and location can influence how easily users can identify, reach, and use toilet facilities. Poorly distributed toilets may require excessive walking distances, create congestion, or become difficult to access from key activity areas. Assessing the relationship between toilet distribution and accessibility is therefore important for improving the functionality and inclusiveness of civic complexes. This study examines the effect of public toilet distribution on accessibility within civic complexes, with emphasis on the spatial relationship between toilet facilities and major building functions. Factors such as toilet location, walking distance, floor distribution, circulation routes, signage, entrance accessibility, and proximity to high-occupancy spaces are considered. The study evaluates how the placement of toilet facilities influences users' ability to reach them conveniently and efficiently. Attention is also given to the distribution of male, female, and accessible toilet facilities across different parts of the complex. The research further investigates how spatial organization affects toilet accessibility. Toilets positioned close to major public spaces, waiting areas, meeting rooms, reception zones, and circulation nodes may reduce travel distances and improve convenience. Clear wayfinding and visible signage can further assist users in locating facilities, particularly in large and unfamiliar civic environments. The study also considers how vertical circulation and the distribution of toilets across multiple floors affect accessibility for users with different mobility requirements. In addition, the study considers universal accessibility and user diversity in relation to toilet distribution. Elderly users, persons with disabilities, children, and users with temporary mobility limitations may require conveniently located and appropriately designed facilities. Accessible toilets should be connected to suitable circulation routes and positioned where they can be reached without unnecessary barriers. The relationship between toilet distribution, privacy, safety, ventilation, and overall building functionality is also examined. Despite the importance of public toilets, civic complexes may experience uneven distribution, inadequate accessible facilities, excessive distances between service areas and toilets, insufficient signage, or poor connections to major circulation routes. These conditions can create inconvenience and reduce the inclusiveness of public facilities. The study therefore emphasizes the importance of strategic toilet placement, adequate capacity, clear wayfinding, universal accessibility, and integration with the overall spatial organization of civic complexes. The study aims to assess how the distribution of public toilets influences accessibility within civic complexes and identify planning strategies that can improve convenience and equitable access. The findings are expected to provide useful guidance for architects, planners, facility managers, and public authorities in determining appropriate locations and distribution patterns for toilet facilities. Effective toilet planning can contribute to more accessible, functional, and user-responsive civic environments.
