Abstract
Community information centres are increasingly important public architectural spaces that provide residents with access to information, communication services, digital resources, learning opportunities, and community-oriented activities. Beyond their functional role, these facilities can serve as accessible gathering points that support interaction, knowledge exchange, and civic participation. The quality of their architectural design can influence how comfortably and effectively users access available services. Assessing community information centres as public architectural spaces is therefore important for understanding their contribution to community life and public service delivery. This study assesses the architectural characteristics and functional performance of community information centres as public spaces. Key factors examined include spatial organization, accessibility, circulation, information areas, seating, digital workspaces, multipurpose spaces, reception areas, and supporting facilities. The study evaluates how these components are arranged to accommodate different user activities and levels of occupancy. Attention is also given to the relationship between public, semi-public, and staff-only areas within the overall spatial organization. The research further examines the role of environmental conditions in determining the usability of community information centres. Natural lighting, ventilation, thermal comfort, acoustics, visual quality, and appropriate shading are considered important factors in creating comfortable environments for reading, communication, digital work, and group activities. The study also considers how the integration of indoor and outdoor spaces can provide additional opportunities for informal interaction and community use. In addition, the assessment considers accessibility and inclusiveness as important characteristics of community information centres. Entrance design, circulation routes, signage, furniture, service counters, toilets, and digital access areas are examined in relation to the needs of elderly users, persons with disabilities, children, and other community members. Flexible spaces that can accommodate changing technological requirements, workshops, meetings, training sessions, and information services are also considered as important components of contemporary community information facilities. Despite their potential as public architectural spaces, community information centres may face challenges such as limited accessibility, inadequate technological infrastructure, insufficient seating, poor spatial organization, weak environmental control, and limited flexibility. These conditions can reduce their effectiveness and restrict the range of community activities they can support. The study therefore emphasizes the importance of integrating functional planning, inclusive design, environmental comfort, technological provision, and opportunities for social interaction into the development of these facilities. The study aims to assess the architectural qualities of community information centres and determine how their spatial and environmental characteristics influence their effectiveness as public spaces. The findings are expected to provide useful guidance for architects, planners, local authorities, and community development organizations in designing information centres that are accessible, flexible, comfortable, and responsive to changing community needs. Well-designed community information centres can contribute to improved access to information while strengthening social interaction, learning, and community development.
