Abstract
Community literacy centres are organized learning facilities that provide adults with opportunities to develop reading, writing, numeracy, communication, and other functional literacy skills, while participation in community development refers to the involvement of individuals in activities aimed at improving the social, economic, educational, and general well-being of their communities. Active participation is important for identifying community needs, supporting local initiatives, and contributing to collective development efforts. However, some adults may have limited involvement in community development activities because of inadequate literacy skills and limited confidence in engaging with community-related information. This study therefore seeks to examine the impact of community literacy centres on participation in community development. Community literacy centres provide accessible learning opportunities through literacy classes, numeracy instruction, discussions, practical learning activities, and other educational programmes designed to meet the needs of adult learners. These centres may also provide information that helps adults understand community issues, communicate effectively, access relevant information, and develop practical skills for everyday life. By creating supportive learning environments, community literacy centres can strengthen adults' capacity to understand and respond to issues affecting their communities. Participation in community development involves adults' involvement in activities such as community improvement projects, educational initiatives, local development programmes, social welfare activities, and other collective efforts. Such participation requires individuals to communicate, understand information, identify community needs, and contribute ideas or resources. Community literacy centres may therefore influence participation in community development by equipping adult learners with functional skills that enable them to become more actively involved in activities within their communities. The study will adopt a quantitative research design. The population will comprise adult learners attending selected community literacy centres within the study area. Data will be collected using a structured questionnaire designed to measure participation in community literacy centres and participation in community development activities. The instrument will be subjected to appropriate validity and reliability procedures before administration. Data collected will be analyzed using descriptive and inferential statistical techniques, while the relevant hypothesis will be tested at a 0.05 level of significance. The study is expected to establish that participation in community literacy centres has a positive impact on participation in community development. It is anticipated that adult learners who regularly participate in literacy centre activities will demonstrate greater involvement in community development initiatives and activities. The study may also establish that the practical literacy skills acquired through community learning can improve adults' ability to contribute meaningfully to community improvement efforts. The findings will have implications for teaching and learning in adult education. Adult educators should design literacy activities that connect classroom learning with practical community issues and everyday experiences. Learning activities involving discussions, group tasks, community-based assignments, and practical problem-solving may help adult learners apply their literacy skills beyond the classroom and become more involved in activities that affect their communities. The study will be beneficial to adult learners, adult educators, community literacy centre administrators, community development organizations, local community leaders, and policymakers. Adult learners may benefit from improved literacy skills and greater opportunities to contribute to community initiatives. Adult educators and literacy centre administrators may gain useful information for strengthening community-based literacy programmes, while development organizations and policymakers may use the findings to support literacy initiatives that encourage broader community involvement. The study recommends that community literacy centres should provide practical learning activities that relate directly to community needs and development issues. Adult educators should encourage learners to apply acquired literacy skills through community-based activities, group projects, and problem-solving exercises. Community organizations should also collaborate with literacy centres to create opportunities for adult learners to contribute to development initiatives. The study concludes that effective community literacy centres can strengthen adults' capacity and willingness to participate in community development.
