Impact of Community Libraries on Continuing Education Participation among Adults

Abstract

Community libraries are local library facilities that provide accessible educational materials, information resources, and learning services to members of a community, while continuing education participation refers to adults’ involvement in organized learning activities undertaken after initial formal education for knowledge, skills, personal development, or career advancement. Community libraries can provide adults with opportunities to access learning materials and educational support outside conventional educational institutions. However, limited access to suitable learning resources may discourage adults from pursuing further education. This study therefore aims to examine the impact of community libraries on continuing education participation among adults. Community libraries provide services such as lending books, providing reference materials, offering reading spaces, supporting information searches, and making selected digital learning resources available to community members. They may also organize reading programmes, educational discussions, literacy activities, and other learning-support services. These resources and services can provide adults with convenient opportunities to acquire information, study independently, and prepare for further educational activities. Continuing education participation among adults involves enrolment in additional educational programmes, attendance at adult learning classes, participation in vocational or professional courses, engagement in literacy activities, and involvement in other organized learning opportunities beyond initial schooling. Continued participation enables adults to update their knowledge, acquire new competencies, and respond to changing personal and occupational needs. Community libraries may therefore influence continuing education participation by providing accessible resources, study facilities, and information that support adults’ interest and involvement in further learning. The study will adopt a quantitative research design. The population will comprise adults in selected communities. Data will be collected using a structured questionnaire designed to measure access to and use of community library services and participation in continuing education programmes. The instrument will be subjected to appropriate validity and reliability procedures before administration. Data collected will be analyzed using descriptive and inferential statistical techniques, while the relevant hypothesis will be tested at a 0.05 level of significance. The study is expected to establish that community libraries have a positive impact on continuing education participation among adults. Adults who have greater access to community library resources and services are expected to demonstrate stronger involvement in continuing education activities. The study may further establish that convenient access to reading materials, information resources, study spaces, and learning support can encourage adults to pursue and sustain further educational activities. The findings will have implications for teaching and learning because community libraries can complement adult education programmes by providing additional learning resources outside formal classrooms. Adult educators may encourage learners to use community libraries for independent study, reading, research, and preparation for further educational activities. Increased access to library resources may therefore support self-directed learning and strengthen adults’ engagement in continuing education. The study will be beneficial to adults, community library users, librarians, adult education practitioners, community leaders, education planners, and researchers. Adults may gain improved access to educational resources and opportunities for continued learning, while librarians may obtain information useful for designing services that respond to adult learners’ needs. Adult education practitioners and education planners may also use the findings to strengthen collaboration between community libraries and continuing education programmes. The study will recommend that community libraries expand accessible educational resources, reading facilities, information services, and learning-support activities for adults. Adult education providers should also encourage learners to make effective use of community library resources as part of their continuing education activities. It is concluded that well-supported community libraries can provide valuable resources and learning opportunities that encourage adults’ participation in continuing education.
