Impact of Civic Literacy on Adults’ Ability to Evaluate Public Information

Abstract

Civic literacy refers to the knowledge and understanding adults possess about civic institutions, public affairs, citizens’ rights and responsibilities, and the processes through which public information is produced and communicated, while the ability to evaluate public information refers to adults’ capacity to examine, assess, compare, and determine the credibility and relevance of information concerning public affairs. The ability to evaluate public information is important because adults are regularly exposed to information from government agencies, media platforms, community sources, and digital communication channels. Limited civic knowledge may make it difficult for adults to assess such information effectively. This study will examine the impact of civic literacy on adults’ ability to evaluate public information. Civic literacy can provide adults with knowledge about government institutions, public policies, civic responsibilities, public records, official information sources, and basic principles for assessing information concerning public affairs. Learning activities may include civic education classes, discussions, workshops, case studies, analysis of public messages, and practical exercises. These activities can help adults understand how public information is generated and communicated while developing their capacity to examine information more critically. The ability to evaluate public information involves identifying relevant sources, examining the accuracy and consistency of information, comparing information from different sources, distinguishing factual claims from unsupported assertions, and determining whether information is appropriate for making informed judgments. Adults with adequate evaluation skills may be better prepared to assess public information before accepting or sharing it. Civic literacy can therefore provide the knowledge and critical skills required to improve adults’ evaluation of information relating to public affairs. The study will adopt a quantitative research design. The population will comprise adults participating in selected adult education and civic education programmes. Data will be collected using a structured questionnaire and a public information evaluation assessment designed to measure participants’ level of civic literacy and their ability to evaluate public information. The instruments will be subjected to appropriate validity and reliability procedures before administration. Data collected will be analyzed using descriptive and inferential statistical techniques, while the relevant hypothesis will be tested at a 0.05 level of significance. The study is expected to establish that civic literacy has a positive impact on adults’ ability to evaluate public information. It is expected that adults with higher levels of civic literacy will demonstrate greater ability to examine information sources, assess the credibility of public information, compare competing claims, and distinguish reliable information from unsupported claims. The findings will have implications for teaching and learning in Adult Education by emphasizing the importance of developing adults’ practical civic information evaluation skills. Adult educators can incorporate analysis of public notices, policy statements, media reports, public announcements, and other civic information into learning activities. Discussions, case studies, source-comparison exercises, and practical evaluation tasks can make civic education more relevant to adults’ everyday information needs. The study will be significant to adult learners, adult educators, civic educators, community organizations, public information providers, educational planners, and organizations involved in civic education. Adults may benefit from improved ability to assess information relating to public affairs, while adult educators may gain useful evidence for designing more effective civic literacy programmes. Community organizations and educational planners may also use the findings to strengthen programmes that promote informed understanding of public information. The study recommends that adult education programmes should incorporate practical civic literacy activities that enable adults to assess the credibility, relevance, and accuracy of public information. Adult educators should use real-life examples, source-comparison activities, case studies, group discussions, and information evaluation exercises to strengthen learners’ skills. Civic education providers should also emphasize the importance of consulting appropriate and reliable sources when evaluating public information. The study concludes that effective civic literacy education can contribute to improved ability among adults to evaluate public information.
