Impact of Adult Learning on Adults’ Ability to Navigate Government Service Processes

Abstract

Adult learning refers to the process through which adults acquire knowledge, skills, attitudes, and competencies through formal, non-formal, and informal learning experiences, while government service processes refer to the procedures, requirements, channels, and steps through which citizens access services provided by government institutions. The ability to navigate these processes is important because adults may need to obtain public documents, access social services, submit applications, make enquiries, and complete administrative procedures. However, limited knowledge of government procedures may make it difficult for some adults to understand requirements, identify appropriate offices, complete applications, or follow established processes. The purpose of this study is to examine the impact of adult learning on adults’ ability to navigate government service processes. Adult learning provides opportunities for adults to acquire practical knowledge and skills that can improve their interaction with institutions and everyday systems. Through literacy education, civic learning, community-based education, and other learning experiences, adults can develop the ability to read and interpret official information, understand instructions, identify required documents, complete forms, and communicate effectively with public officials. These skills can help adults approach government service processes with greater knowledge and confidence. Adults’ ability to navigate government service processes refers to their capacity to understand service requirements, identify appropriate government offices or service channels, complete necessary forms, provide relevant documentation, follow prescribed procedures, and obtain information about the progress of their applications or requests. Effective navigation requires adults to understand instructions and apply information accurately. Adult learning may strengthen this ability by equipping adults with practical literacy, communication, information-use, and problem-solving skills relevant to government service procedures. The study will adopt a survey research design. The population will consist of adults participating in selected adult learning programmes within the study area. A sample will be selected using an appropriate sampling technique. Data will be collected through a structured questionnaire designed to measure exposure to adult learning and adults’ ability to navigate government service processes. The data collected will be analysed using descriptive statistics and appropriate inferential statistical techniques to determine the impact of adult learning on adults’ ability to navigate government service processes. The study is expected to establish that adult learning has a positive impact on adults’ ability to navigate government service processes. Adults with greater exposure to relevant learning experiences are expected to demonstrate better ability to understand government service requirements, identify appropriate service channels, complete administrative forms, provide necessary information, and follow prescribed procedures. The findings may also identify areas of government service processes where adults require additional educational support. The findings are expected to have implications for adult education teaching and learning. Adult educators can incorporate practical institutional literacy activities into relevant learning programmes to help learners understand official instructions, forms, application procedures, and service requirements. Practical exercises using sample forms, administrative scenarios, official notices, and guided problem-solving activities may help adults develop skills that can be applied when accessing government services. The study will be significant to adult learners, adult educators, government institutions, community organizations, service providers, and policymakers. Adult learners may benefit from improved ability to understand and complete government service procedures, while adult educators may gain useful information for developing practical learning content. Government institutions and policymakers may also use the findings to strengthen public education and make service information easier for adults to understand and navigate. The study recommends that adult education programmes should include practical instruction on navigating government service processes. Adult educators should teach learners how to interpret official instructions, identify relevant service channels, complete application forms, organize required documents, and follow administrative procedures. Government institutions should complement these efforts by providing clear, accessible, and user-friendly information about their services and procedures. The study concludes that adult learning can improve adults’ ability to navigate government service processes by developing the practical knowledge and skills required to interact effectively with government institutions.
