Impact of Adult Education on Adults’ Engagement with Local Government Activities

Abstract

Adult education refers to organized learning opportunities designed to develop adults’ knowledge, skills, attitudes, and competencies, while engagement with local government activities involves adults’ participation in local governance processes, community meetings, public consultations, development programmes, and other activities organized by local government authorities. Effective adult education is important for helping adults understand governmental structures, responsibilities, and opportunities for participation. However, limited knowledge of local government processes may affect adults’ ability and willingness to engage with local government activities. Therefore, this study will examine the impact of adult education on adults’ engagement with local government activities. Adult education provides learning experiences that can improve adults’ understanding of government structures, civic responsibilities, public services, community administration, and local development processes. Through literacy education, civic education, discussions, workshops, and community-based learning activities, adults can acquire information that enables them to understand how local government operates. Adult education may also expose learners to the roles of local government officials, available public programmes, community development processes, and avenues through which residents can interact with government institutions. Engagement with local government activities refers to adults’ involvement in activities such as attending local government meetings, participating in public consultations, contributing to community development programmes, communicating with local government representatives, and providing opinions on issues affecting their communities. Adults who have received relevant educational opportunities may have a better understanding of how to access and participate in local government activities. Adult education can therefore equip individuals with knowledge and skills that encourage constructive interaction with local government institutions. The study will adopt a quantitative research design. The population will comprise adults participating in selected adult education programmes within the study area. Data will be collected using a structured questionnaire designed to measure exposure to adult education and adults’ engagement with local government activities. The instrument will be subjected to appropriate validity and reliability procedures before administration. Data collected will be analyzed using descriptive and inferential statistical techniques, while the relevant hypothesis will be tested at a 0.05 level of significance. The study is expected to establish that adult education has a significant positive impact on adults’ engagement with local government activities. It is expected that adults who have greater exposure to adult education will demonstrate stronger understanding of local government processes and greater involvement in relevant government activities. The study may also establish that adult education improves adults’ awareness of opportunities for interacting with local government institutions and contributing to local development processes. The findings will have implications for adult education teaching and learning by highlighting the importance of incorporating practical knowledge about local governance into adult education programmes. Adult education facilitators may need to use discussions, community-based activities, case studies, visits, and practical exercises that expose learners to local government structures and activities. Such approaches can make adult education more relevant to the everyday experiences and responsibilities of adult learners. The study will be significant to adult learners, adult education facilitators, local government authorities, community leaders, adult education programme planners, and policymakers. Adult learners may gain improved knowledge of local government processes and opportunities for engagement, while facilitators may gain useful information for improving the civic and community-oriented content of adult education programmes. Local government authorities may also benefit from a better understanding of how adult education can encourage constructive interaction between residents and local institutions. The study will recommend that adult education programmes should incorporate practical lessons on local government structures, functions, services, and avenues for public engagement. Adult education providers should also encourage learners to participate in appropriate local government meetings, consultations, community development programmes, and other legitimate government activities. Local government authorities should strengthen information-sharing with adult education centres to improve adults’ awareness of available opportunities for engagement. The study concludes that relevant adult education can contribute to increased engagement of adults with local government activities.
