Abstract
Civic literacy programmes are organized educational activities designed to improve individuals’ knowledge and understanding of civic responsibilities, community governance, rights, and participation in public affairs, while participation in community meetings refers to the involvement of individuals in meetings where community issues, development plans, decisions, and local concerns are discussed. Civic literacy is important because adults need adequate knowledge of community structures and civic responsibilities to participate meaningfully in community affairs. However, inadequate civic knowledge may discourage adults from attending and contributing to community meetings. Therefore, this study will examine the effect of civic literacy programmes on participation in community meetings. Civic literacy programmes provide adults with knowledge about citizenship, community responsibilities, leadership structures, decision-making processes, public issues, and appropriate channels for expressing community concerns. Through discussions, workshops, group activities, practical exercises, and community-based learning, participants can develop a better understanding of how community affairs are organized. These programmes can also help adults recognize the importance of attending meetings and understanding the procedures involved in community discussions. Participation in community meetings involves attending scheduled meetings, listening to discussions, contributing opinions, asking questions, responding to community issues, and taking part in decisions concerning community affairs. Adults with adequate civic literacy may be better prepared to understand the issues discussed during meetings and contribute constructively to community deliberations. Civic literacy programmes can therefore provide adults with relevant knowledge and awareness that may encourage regular and meaningful participation in community meetings. The study will adopt a quantitative research design. The population will comprise adults who participate in selected civic literacy programmes within the study area. Data will be collected using a structured questionnaire designed to measure exposure to civic literacy programmes and participation in community meetings. The instrument will be subjected to appropriate validity and reliability procedures before administration. Data collected will be analyzed using descriptive and inferential statistical techniques, while the relevant hypothesis will be tested at a 0.05 level of significance. The study is expected to establish that civic literacy programmes have a significant positive effect on participation in community meetings. It is expected that adults who are exposed to civic literacy programmes will demonstrate greater awareness of the importance of community meetings and increased involvement in meeting activities. The study may also establish that civic literacy improves adults’ understanding of community issues and their ability to contribute meaningfully during community discussions. The findings will have implications for adult education teaching and learning by emphasizing the need to connect civic literacy instruction with practical community participation. Adult education facilitators may incorporate group discussions, community meeting simulations, civic debates, and practical exercises into civic literacy programmes. Such teaching approaches can help adults develop the confidence and knowledge required to participate effectively in community meetings. The study will be significant to adult learners, adult education facilitators, community leaders, civic education providers, community development organizations, and policymakers. Adult learners may benefit from improved civic knowledge and greater awareness of community responsibilities, while facilitators may gain useful information for improving civic literacy programmes. Community leaders and development organizations may also use the findings to encourage more informed and constructive participation in community meetings. The study will recommend that civic literacy programmes should provide practical learning experiences that prepare adults for participation in community meetings. Adult education providers should strengthen lessons on community governance, civic responsibilities, meeting procedures, and constructive expression of opinions. Community leaders should also collaborate with adult education providers to create opportunities for learners to apply their civic knowledge in appropriate community meetings. The study concludes that effective civic literacy programmes can contribute to increased participation in community meetings among adults.
