Effect of Civic Education on Community Leadership Participation among Adult Learners
Abstract
Civic education refers to the process of developing individuals’ knowledge, skills, values, and awareness of their rights and responsibilities within society, while community leadership participation involves the active involvement of individuals in leadership roles and decision-making activities within their communities. Effective civic education is important for preparing adult learners to understand community responsibilities, develop leadership awareness, and contribute meaningfully to local governance and development. However, limited knowledge of civic responsibilities and leadership processes may reduce the willingness and ability of adult learners to participate in community leadership. Therefore, this study will examine the effect of civic education on community leadership participation among adult learners. Civic education exposes adult learners to concepts such as citizenship, civic responsibility, democratic principles, leadership, community governance, human rights, accountability, and participation in public affairs. Through classroom instruction, discussions, community-based activities, and practical civic learning experiences, adult learners can acquire knowledge that helps them understand how communities are governed and how individuals can contribute to leadership processes. Such education can also promote awareness of leadership responsibilities and the importance of responsible participation in community affairs. Community leadership participation refers to the involvement of individuals in leadership positions, community decision-making, planning activities, community meetings, and other leadership-related responsibilities. Adult learners who possess adequate civic knowledge may be better prepared to understand leadership structures, express their views, accept leadership responsibilities, and contribute to decisions affecting their communities. Civic education can therefore provide adult learners with the knowledge and skills required to participate more effectively in community leadership activities. The study will adopt a quantitative research design. The population will comprise adult learners enrolled in selected adult education programmes. Data will be collected using a structured questionnaire designed to measure exposure to civic education and participation in community leadership activities. The instrument will be subjected to appropriate validity and reliability procedures before administration. Data collected will be analyzed using descriptive and inferential statistical techniques, while the relevant hypothesis will be tested at a 0.05 level of significance. The study is expected to establish that civic education has a significant positive effect on community leadership participation among adult learners. It is expected that adult learners with greater exposure to civic education will demonstrate stronger awareness of community leadership responsibilities and greater involvement in leadership-related activities. The study may also establish that civic knowledge contributes to learners’ understanding of community decision-making and their willingness to accept leadership responsibilities. The findings will have implications for the teaching and learning of adult education by emphasizing the importance of practical civic education in developing leadership-oriented adult learners. Adult education facilitators may need to incorporate participatory teaching methods such as group discussions, community projects, leadership exercises, debates, and simulated decision-making activities into civic education lessons. These approaches can help learners connect civic concepts with real community leadership situations. The study will be significant to adult learners, adult education facilitators, community leaders, adult education programme planners, and government agencies responsible for community development and civic education. Adult learners may benefit from improved civic knowledge and leadership awareness, while facilitators may gain insight into effective approaches for teaching civic education. Community leaders and programme planners may also use the findings to strengthen adult education programmes that encourage responsible leadership participation. The study will recommend that civic education programmes for adult learners should include practical leadership and community participation activities. Adult education providers should create opportunities for learners to participate in community meetings, leadership projects, discussions, and decision-making exercises. Continuous civic education should also be encouraged to strengthen learners’ understanding of leadership responsibilities and community governance. The study concludes that effective civic education can contribute to greater community leadership participation among adult learners.
