Abstract
Adult numeracy education refers to organized learning activities designed to develop adults’ ability to understand and apply numerical concepts in everyday situations, while the ability to interpret utility bills refers to the capacity of adults to read, understand, and correctly make sense of the numerical and financial information presented on bills for services such as electricity, water, and other household utilities. The ability to interpret utility bills is important because adults need to understand consumption figures, billing periods, unit charges, outstanding balances, and total amounts payable in order to manage household expenses effectively. However, inadequate numeracy skills may make it difficult for some adults to understand billing information accurately. The purpose of this study is to examine the effect of adult numeracy education on adults’ ability to interpret utility bills. Adult numeracy education provides adults with practical mathematical knowledge that can be applied to everyday financial and household activities. Through adult education programmes, numeracy classes, practical exercises, and community-based learning activities, adults can develop skills in reading numerical information, performing basic calculations, understanding units of measurement, interpreting percentages, comparing figures, and working with amounts and balances. The data collected will be analysed using descriptive statistics and appropriate inferential statistical techniques to determine the effect of adult numeracy education on adults’ ability to interpret utility bills. The study is expected to establish that adult numeracy education has a positive effect on adults’ ability to interpret utility bills. Adults with greater exposure to numeracy education are expected to demonstrate better ability to identify billing information, understand consumption figures, interpret applicable charges, and determine the total amount payable. The study may also identify specific aspects of utility bills that remain difficult for adults to interpret, particularly information involving multiple numerical components or calculations. The findings are expected to have implications for adult education teaching and learning. Adult educators can incorporate practical documents such as electricity and water bills into numeracy lessons to help learners connect mathematical concepts with everyday experiences. Exercises involving reading meter readings, comparing consumption figures, calculating charges, and identifying balances can make numeracy education more practical and meaningful. Such approaches can strengthen learners’ ability to apply numerical skills to real-life household financial information. The study will be significant to adult learners, adult educators, numeracy programme providers, utility consumers, community education organizations, and policymakers. Adult learners may benefit from improved ability to understand household utility information and identify the financial implications of different figures on their bills. Adult educators may gain useful information for developing practical numeracy lessons, while relevant organizations and policymakers may use the findings to strengthen financial and consumer numeracy initiatives. The study recommends that adult education programmes should incorporate practical numeracy activities involving the interpretation of utility bills. Adult educators should use realistic examples, guided calculations, bill-reading exercises, and comparison activities to strengthen learners’ understanding of billing information. Utility providers should also present billing information in clear and accessible formats that support consumer understanding. The study concludes that adult numeracy education can contribute to improved ability to interpret utility bills by equipping adults with the numerical knowledge and practical skills required to understand everyday utility information.
