Influence of Community-Based Child Protection Assessment on Child Protection Concerns Detection among Children in Nigeria

Abstract

Child protection concerns remain an important social and public health issue in Nigeria, as children may be exposed to neglect, physical abuse, emotional abuse, sexual exploitation, child labour, trafficking, harmful practices, violence, unsafe living conditions, and other forms of vulnerability. Such concerns may remain undetected because of stigma, fear, limited awareness, social norms, family pressures, inadequate reporting mechanisms, geographical barriers, and limited access to child protection services. Community-based child protection assessment provides an opportunity to identify children who may be experiencing protection concerns through community outreach, household assessment, school and community platforms, child-friendly interviews, caregiver engagement, and referral mechanisms. Early identification can facilitate appropriate protection services, psychosocial support, medical care, legal assistance, family support, case management, and referral to relevant authorities. Against this background, this study investigates the influence of community-based child protection assessment on child protection concerns detection among children in Nigeria. The study will be anchored on the Ecological Systems Theory, the Child Protection Systems Framework, and the Social Ecological Model. Ecological Systems Theory explains how children's well-being and vulnerability are influenced by interactions among individual, family, school, community, institutional, and broader societal environments. The Child Protection Systems Framework emphasizes coordinated mechanisms for preventing, identifying, reporting, referring, and responding to violence, abuse, exploitation, and neglect affecting children. The Social Ecological Model emphasizes the interaction of individual, interpersonal, community, organizational, and societal factors in shaping children's exposure to protection risks and access to support services. Collectively, these theoretical perspectives provide a suitable framework for explaining how community-based child protection assessment may influence the detection of child protection concerns among children in Nigeria. The study will adopt a quantitative cross-sectional analytical or quasi-experimental research design. The study population will comprise children and adolescents below 18 years residing in selected communities across Nigeria, with appropriate information obtained from children, parents or caregivers, and relevant child protection personnel. A multistage sampling technique will be used to select states, local government areas, communities, households, schools, community organizations, and eligible participants. Community-based child protection assessment will be measured using indicators such as availability of assessment programmes, assessment coverage, frequency of community assessment activities, household vulnerability assessment, identification of abuse and neglect risks, assessment of child labour and exploitation risks, evaluation of unsafe living conditions, availability of trained child protection personnel, child-friendly assessment procedures, confidentiality mechanisms, community awareness activities, reporting mechanisms, and referral arrangements. Child protection concerns detection will be assessed using indicators such as identified cases or concerns involving neglect, physical abuse, emotional abuse, sexual violence or exploitation, child labour, trafficking, harmful practices, domestic violence exposure, unsafe living conditions, children requiring protection services, newly identified vulnerable children, referrals for case management, and cases linked to appropriate protection or support services. Data will be collected using structured questionnaires, child protection assessment forms, age-appropriate and ethically approved assessment instruments, case management records, community protection registers, school records where appropriate, and referral documentation. Descriptive statistics will be used to summarize participants' characteristics, assessment coverage, identified protection concerns, and patterns of detection. Inferential statistical techniques, including chi-square tests, correlation analysis, and logistic or multiple regression analysis, will be used to determine the influence of community-based child protection assessment on child protection concerns detection. Where appropriate, detection rates before and after implementation of community-based child protection assessment activities may be compared to determine changes associated with the intervention. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that community-based child protection assessment has a significant positive influence on child protection concerns detection among children in Nigeria. Children reached through systematic community-based assessment are expected to have a higher likelihood of previously unrecognized protection concerns being identified than children without access to such services. Community-based assessment may facilitate early identification of neglect, physical and emotional abuse, exploitation, child labour, trafficking, violence exposure, unsafe living conditions, and other protection concerns. Early detection may facilitate timely case management, psychosocial support, medical assessment, family interventions, legal protection, educational support, and referral to appropriate child protection agencies. Community engagement may also improve awareness of children's rights, available reporting mechanisms, and the importance of early intervention. Bringing child protection assessment closer to communities may reduce geographical and access barriers and improve identification of vulnerable children who may not come into contact with formal protection services. Conversely, stigma, fear of retaliation, cultural barriers, limited confidentiality, shortage of trained personnel, inadequate child protection services, weak reporting mechanisms, and poor referral and follow-up systems may reduce the effectiveness of community-based child protection assessment. The study therefore expects accessible, confidential, child-sensitive, and systematically implemented community-based child protection assessment to contribute significantly to improved detection and early response to child protection concerns in Nigeria. The study is expected to contribute to the literature on community-based child protection assessment, child protection concerns detection, child safeguarding, child abuse and neglect prevention, child welfare, community protection systems, psychosocial support, social services, public health, and child rights in Nigeria. The findings will provide useful information to the Federal Ministry of Women Affairs and Social Development, Federal Ministry of Health and Social Welfare, National Agency for the Prohibition of Trafficking in Persons, National Human Rights Commission, state child protection agencies, social welfare departments, schools, primary healthcare centres, community-based organizations, child protection practitioners, law enforcement agencies, development partners, and policymakers regarding strategies for strengthening child protection systems. The study will also provide evidence-based recommendations for expanding community-based child protection assessment, strengthening child-friendly reporting and referral mechanisms, increasing the availability of trained child protection personnel, improving community awareness, strengthening case management and follow-up services, enhancing intersectoral collaboration, protecting confidentiality, and integrating child protection assessment into appropriate community-based health and social service programmes across Nigeria.
