Effect of Occupational Safety Inspections on Workplace Safety Compliance among Construction Companies in Nigeria

 

Abstract

Occupational safety remains an important public health and workplace concern in Nigeria, particularly within the construction industry, where workers may be exposed to falls from heights, machinery-related injuries, electrical hazards, hazardous substances, collapsing structures, excessive noise, and other occupational risks. Construction companies are expected to implement appropriate safety measures to protect workers and comply with established occupational health and safety requirements. However, inadequate enforcement, limited safety awareness, weak monitoring, insufficient protective equipment, and poor organizational safety practices may contribute to non-compliance with workplace safety standards. Occupational safety inspections provide a formal mechanism for assessing workplace conditions, identifying hazards, evaluating compliance with safety requirements, and recommending corrective actions. Regular and effective inspections may therefore encourage construction companies to improve their safety practices and comply with occupational health and safety standards. Against this background, this study investigates the effect of occupational safety inspections on workplace safety compliance among construction companies in Nigeria. The study will be anchored on the Deterrence Theory, the Theory of Planned Behavior, and the Systems Theory of Accident Causation. Deterrence Theory explains how the likelihood of inspection, identification of violations, and enforcement actions may discourage non-compliance and encourage organizations to follow established safety regulations. The Theory of Planned Behavior explains how management attitudes, organizational expectations, perceived control over safety practices, and behavioural intentions may influence compliance with occupational safety requirements. Systems Theory of Accident Causation emphasizes the interaction between workers, equipment, management systems, workplace conditions, and organizational procedures in producing or preventing occupational accidents. Collectively, these theoretical perspectives provide a suitable framework for explaining how occupational safety inspections may influence workplace safety compliance among construction companies in Nigeria. The study will adopt a quantitative analytical cross-sectional or quasi-experimental research design. The study population will comprise construction companies and workers responsible for occupational health and safety activities within selected construction companies across Nigeria. A multistage sampling technique will be used to select states, local government areas, construction companies, project sites, safety departments, managers, safety officers, and eligible workers. Occupational safety inspections will be measured using indicators such as frequency of inspections, inspection coverage, regularity of inspections, use of standardized inspection checklists, identification of workplace hazards, documentation of inspection findings, communication of findings to management, corrective-action recommendations, follow-up inspections, enforcement actions, and monitoring of identified safety deficiencies. Workplace safety compliance will be assessed using indicators such as use of personal protective equipment, machine guarding, fall-prevention measures, scaffolding safety, electrical safety, fire safety, safe material handling, hazard communication, emergency preparedness, safety signage, worker training, accident reporting, and compliance with relevant occupational health and safety regulations. Data will be collected using structured questionnaires, workplace safety inspection reports, company safety records, observational checklists, accident registers, training records, and relevant regulatory documents. Descriptive statistics will be used to summarize company characteristics, inspection activities, workplace hazards, and safety compliance levels. Inferential statistical techniques, including chi-square tests, t-tests, correlation analysis, and logistic or multiple regression analysis where appropriate, will be used to determine the effect of occupational safety inspections on workplace safety compliance. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that occupational safety inspections have a significant positive effect on workplace safety compliance among construction companies in Nigeria. Construction companies that undergo regular and effective safety inspections are expected to demonstrate higher levels of compliance with occupational safety requirements than companies with limited inspection exposure. Inspections may encourage companies to identify hazards, correct safety deficiencies, provide appropriate personal protective equipment, improve safety training, strengthen emergency preparedness, and comply with established workplace safety standards. Follow-up inspections and enforcement actions may further encourage companies to implement recommended corrective measures and sustain compliance. However, inadequate inspection personnel, limited regulatory resources, infrequent inspections, weak enforcement, financial constraints, project time pressures, and management resistance may reduce the effectiveness of occupational safety inspections. The study therefore expects regular, comprehensive, properly documented, and adequately enforced occupational safety inspections to contribute significantly to improved workplace safety compliance among construction companies in Nigeria. The study is expected to contribute to the literature on occupational safety inspections, workplace safety compliance, construction safety, occupational health and safety, workplace hazard prevention, regulatory enforcement, construction workers, and public health in Nigeria. The findings will provide useful information to the Federal Ministry of Labour and Employment, occupational health and safety regulatory authorities, state labour ministries, construction companies, project managers, safety officers, professional construction organizations, workers, development partners, and policymakers regarding strategies for strengthening workplace safety. The study will also provide evidence-based recommendations for increasing the frequency and coverage of occupational safety inspections, strengthening regulatory enforcement, improving inspector capacity and resources, implementing systematic follow-up inspections, strengthening workplace safety training, improving documentation of safety deficiencies, and promoting sustained compliance with occupational safety standards across construction companies in Nigeria.
