Effect of Health Education on Household Emergency Preparedness Practices among Residents of Flood-Prone Communities in Nigeria

 

Abstract

Flooding is a recurring public health and environmental challenge in Nigeria and can result in injuries, deaths, displacement, water contamination, destruction of homes and property, disruption of healthcare services, and increased risk of communicable diseases. Residents of flood-prone communities may face repeated exposure to flood hazards but may have limited knowledge and preparedness for responding effectively before, during, and after flood events. Inadequate household emergency plans, limited knowledge of evacuation procedures, poor emergency communication, inadequate storage of essential supplies, unsafe electrical practices, and limited awareness of flood-related health risks may increase household vulnerability during emergencies. Health education provides an opportunity to improve residents' understanding of flood preparedness, emergency response, evacuation, first aid, water and sanitation safety, and appropriate health-protection measures. Against this background, this study investigates the effect of health education on household emergency preparedness practices among residents of flood-prone communities in Nigeria. The study will be anchored on the Health Belief Model, Protection Motivation Theory, and Social Ecological Model. The Health Belief Model explains how residents' perceptions of flood-related susceptibility and severity, perceived benefits of preparedness, perceived barriers, self-efficacy, and cues to action may influence household emergency preparedness practices. Protection Motivation Theory explains how perceived threat, response efficacy, response costs, coping ability, and motivation to protect oneself and one's household may influence preparedness and protective behaviours. The Social Ecological Model emphasizes the influence of individual, household, community, environmental, institutional, and socioeconomic factors on emergency preparedness and response. Collectively, these theoretical perspectives provide a suitable framework for explaining how health education may influence household emergency preparedness practices among residents of flood-prone communities in Nigeria. The study will adopt a quantitative quasi-experimental or analytical cross-sectional research design. The study population will comprise adults aged 18 years and above residing in selected flood-prone communities across Nigeria. A multistage sampling technique will be used to select geopolitical zones, states, local government areas, communities, households, and eligible residents. Health education will be assessed using indicators such as exposure to flood-preparedness education, frequency and duration of educational activities, knowledge of flood hazards, early-warning information, emergency communication, evacuation planning, identification of safe locations, household emergency plans, first-aid preparedness, storage of essential medicines and supplies, safe drinking-water practices, food safety, sanitation and hygiene during floods, electrical safety, protection of important documents, care of vulnerable household members, and post-flood health precautions. Household emergency preparedness practices will be assessed using indicators such as existence of a household emergency plan, availability of emergency contact information, knowledge of evacuation routes, preparation of emergency kits, storage of clean water and essential supplies, availability of basic first-aid materials, protection of medicines and important documents, identification of safe shelters, household communication plans, preparedness for children, older adults, and persons with disabilities, participation in community early-warning systems, and appropriate response to flood warnings. Data will be collected using structured questionnaires, household emergency-preparedness checklists, observation checklists, community disaster-preparedness records where available, and pre-test and post-test assessments where a quasi-experimental intervention is adopted. Descriptive statistics will be used to summarize residents' demographic and socioeconomic characteristics, previous flood experiences, sources of emergency information, knowledge levels, and preparedness practices. Inferential statistical techniques, including chi-square tests, paired and independent t-tests, correlation analysis, and logistic or multiple regression analysis where appropriate, will be used to determine the effect of health education on household emergency preparedness practices. Where a quasi-experimental design is adopted, preparedness-practice scores before and after the educational intervention may be compared with those of a comparison group to determine changes associated with the intervention. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that health education has a significant positive effect on household emergency preparedness practices among residents of flood-prone communities in Nigeria. Residents exposed to structured, practical, community-based, and context-specific health education are expected to demonstrate better household preparedness than residents without comparable exposure. Education may improve residents' ability to interpret flood warnings, develop household emergency plans, prepare emergency kits, identify evacuation routes and safe locations, protect drinking water and food, maintain hygiene, provide basic first aid, and safeguard vulnerable household members. It may also improve residents' understanding of health risks associated with contaminated water, injuries, drowning, electrical hazards, and disruption of essential healthcare services. Practical demonstrations and community-based preparedness exercises may strengthen residents' confidence in responding to flood emergencies. However, poverty, inadequate infrastructure, limited access to reliable early-warning systems, poor drainage, overcrowding, lack of safe evacuation centres, repeated displacement, and limited availability of emergency resources may reduce the effectiveness of health education alone. The study therefore expects accessible, practical, culturally appropriate, and sustained health education, supported by functional community emergency-response systems, to contribute significantly to improved household emergency preparedness practices among residents of flood-prone communities in Nigeria. The study is expected to contribute to the literature on emergency preparedness, flood-related public health, disaster risk reduction, health education, household preparedness, community resilience, environmental health, emergency response, water and sanitation safety, and public health in Nigeria. The findings will provide useful information to the Federal Ministry of Health and Social Welfare, National Emergency Management Agency, National Primary Health Care Development Agency, state emergency management agencies, state ministries of health, local government authorities, community leaders, primary healthcare centres, disaster-response organizations, environmental health practitioners, development partners, and policymakers regarding strategies for strengthening household and community preparedness for flood emergencies. The study will also provide evidence-based recommendations for integrating emergency-preparedness education into community health programmes, strengthening household emergency planning, improving access to early-warning information, promoting flood-related health and safety education, strengthening community evacuation and response systems, improving preparedness for vulnerable household members, and developing sustainable community-based interventions that enhance resilience and reduce the health impacts of flooding across Nigeria.
