Effect of Flood Early-Warning Systems on Flood-Related Health Risks in Flood-Prone Communities in Nigeria
Abstract
Flooding remains a major environmental and public health challenge in Nigeria, particularly in communities located in flood-prone areas. Flood events can result in injuries, displacement, contamination of drinking water, destruction of sanitation facilities, interruption of healthcare services, and increased exposure to waterborne and vector-borne diseases. Flood-related health risks may include diarrhoeal diseases, cholera, malaria, skin infections, respiratory conditions, injuries, and other health problems associated with unsafe environmental conditions and limited access to healthcare during and after flood events. Flood early-warning systems provide an important disaster-risk reduction mechanism by providing communities with timely information about the likelihood, timing, severity, and potential impacts of flooding. Early warnings can enable households and community authorities to take preventive actions, including evacuation, protection of drinking water, relocation of vulnerable persons, securing essential medicines, and avoiding dangerous areas. However, inadequate warning coverage, delayed dissemination, limited access to communication technologies, low public awareness, and weak community preparedness may reduce the effectiveness of flood early-warning systems in reducing flood-related health risks. Against this background, this study investigates the effect of flood early-warning systems on flood-related health risks in flood-prone communities in Nigeria. The study will be anchored on Disaster Risk Reduction Theory, the Health Belief Model, and the Health Systems Framework. Disaster Risk Reduction Theory emphasizes preparedness, early warning, prevention, mitigation, and community resilience as essential strategies for reducing the consequences of disasters. The Health Belief Model explains how individuals' perceptions of susceptibility, severity, benefits, barriers, and cues to action influence their adoption of preventive health behaviours following health-related warnings. The Health Systems Framework emphasizes service delivery, health information, health workforce, essential medical resources, financing, and community-level preparedness as important components of effective responses to public health emergencies. Collectively, these theoretical perspectives provide a suitable framework for explaining how flood early-warning systems may influence health risks associated with flooding in Nigerian communities. The study will adopt a quantitative cross-sectional analytical or comparative research design. The study population will comprise households and adult residents living in selected flood-prone communities in Nigeria. A multistage sampling technique will be used to select states, local government areas, flood-prone communities, households, and eligible respondents. Flood early-warning systems will be measured using indicators such as availability of warning systems, timeliness of warnings, accuracy of information, frequency of warnings, accessibility of warning messages, communication channels used, clarity of warning information, community awareness, and involvement of local authorities in warning dissemination. Flood-related health risks will be assessed using indicators such as occurrence of diarrhoeal diseases, cholera, malaria and other vector-borne diseases, injuries, skin infections, respiratory conditions, exposure to contaminated water, disruption of healthcare access, displacement-related health problems, and other health conditions reported during or following flood events. Data will be collected using structured questionnaires, community health records, healthcare facility records, environmental health reports, disaster-management records, and relevant government documents. Descriptive statistics will be used to summarize respondents' characteristics, exposure to flood warnings, and patterns of flood-related health risks. Inferential statistical techniques, including chi-square tests, correlation analysis, and logistic or multiple regression analysis, will be used to determine the effect of flood early-warning systems on flood-related health risks. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that effective flood early-warning systems have a significant negative effect on flood-related health risks in flood-prone communities in Nigeria. Communities that receive timely, accurate, accessible, and understandable flood warnings are expected to experience lower levels of flood-related health risks than communities with limited or delayed warning information. Early warnings may allow residents to evacuate vulnerable areas, protect drinking water sources, secure food and medicines, improve sanitation practices, avoid floodwater exposure, and seek healthcare promptly when necessary. Effective warning systems may also enable health authorities to strengthen disease surveillance, pre-position medical supplies, mobilize emergency personnel, and prepare healthcare facilities before flooding occurs. Conversely, inadequate warning coverage, poor communication networks, delayed warnings, limited community awareness, and weak emergency preparedness may increase exposure to flood-related health risks. The study therefore expects effective and timely flood early-warning systems to contribute significantly to reducing health risks associated with flooding in vulnerable Nigerian communities. The study is expected to contribute to the literature on flood early-warning systems, disaster preparedness, environmental health, climate-related health risks, community resilience, emergency response, epidemiology, and public health in Nigeria. The findings will provide useful information to the Federal Ministry of Health and Social Welfare, National Emergency Management Agency, Nigeria Centre for Disease Control and Prevention, Nigeria Hydrological Agency, state emergency management agencies, state ministries of health, local government authorities, community leaders, environmental health officers, development partners, and policymakers regarding strategies for reducing flood-related health risks. The study will also provide evidence-based recommendations for strengthening flood early-warning systems, improving community access to timely and accurate warning information, expanding communication channels, strengthening community preparedness and health education, improving coordination between disaster-management and health authorities, strengthening disease surveillance during flood events, and ensuring that healthcare facilities and emergency response systems are adequately prepared for flood-related health emergencies.
