Effect of Flood Early-Warning Systems on Evacuation Readiness among Households in Flood-Prone Communities in Nigeria
Abstract
Flooding remains a major environmental and public health concern in Nigeria, particularly in communities located near rivers, coastal areas, low-lying regions, and poorly drained urban and rural settlements. Flood events may result in deaths, injuries, displacement, destruction of homes and livelihoods, contamination of water sources, disruption of healthcare services, and increased risk of communicable diseases. The ability of households to receive, understand, and respond promptly to flood warnings is important for reducing exposure to flood-related hazards. Flood early-warning systems can provide households with information about impending floods through communication channels such as mobile phone alerts, radio, television, community announcements, sirens, social media, and other emergency communication mechanisms. However, inadequate warning coverage, delayed information, limited understanding of warnings, poor communication infrastructure, lack of trust in warning messages, and insufficient preparedness may reduce the effectiveness of early-warning systems. Against this background, this study investigates the effect of flood early-warning systems on evacuation readiness among households in flood-prone communities in Nigeria. The study will be anchored on the Protective Action Decision Model, the Social Ecological Model, and the Theory of Planned Behavior. The Protective Action Decision Model explains how households receive, interpret, assess, and respond to hazard warnings before deciding whether to undertake protective actions such as evacuation. The Social Ecological Model emphasizes the influence of individual, household, community, institutional, environmental, and policy factors on disaster preparedness and response. The Theory of Planned Behavior explains how attitudes toward evacuation, perceived social expectations, perceived behavioural control, and behavioural intentions may influence households' readiness to evacuate during flood emergencies. Collectively, these theoretical perspectives provide a suitable framework for explaining how flood early-warning systems may influence evacuation readiness among households in flood-prone communities in Nigeria. The study will adopt a quantitative analytical cross-sectional or quasi-experimental research design. The study population will comprise households residing in selected flood-prone communities across Nigeria. A multistage sampling technique will be used to select states, local government areas, flood-prone communities, neighbourhoods, households, and eligible household representatives. Flood early-warning systems will be measured using indicators such as availability of warning systems, frequency of flood warnings, timeliness of warning messages, accuracy and clarity of warnings, accessibility of warning information, communication channels used, mobile alerts, radio and community announcements, sirens, household receipt of warnings, understanding of warning messages, and perceived reliability of warning information. Evacuation readiness will be assessed using indicators such as availability of household evacuation plans, identification of evacuation routes, knowledge of designated safe locations, preparation of emergency supplies, readiness to leave when warned, knowledge of household emergency contacts, transportation arrangements, protection of important documents and valuables, preparedness for children and vulnerable household members, and ability to evacuate within an appropriate period following a warning. Data will be collected using structured questionnaires, household preparedness assessment tools, community disaster-management records, early-warning communication records, and relevant emergency-management documents. Descriptive statistics will be used to summarize household demographic characteristics, exposure to early-warning systems, flood experiences, and evacuation preparedness. Inferential statistical techniques, including chi-square tests, t-tests, correlation analysis, and logistic or multiple regression analysis where appropriate, will be used to determine the effect of flood early-warning systems on evacuation readiness. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that flood early-warning systems have a significant positive effect on evacuation readiness among households in flood-prone communities in Nigeria. Households that receive timely, clear, accessible, and reliable flood warnings are expected to demonstrate greater preparedness to evacuate compared with households with limited or no access to effective warning information. Early warnings may provide households with sufficient time to identify evacuation routes, gather essential items, protect household property, arrange transportation, assist children and other vulnerable household members, and relocate to safer areas before flood conditions become severe. Community-based warning systems may further strengthen household preparedness by combining official warnings with locally trusted communication networks. However, inadequate communication infrastructure, warning fatigue, low literacy, previous experiences of inaccurate warnings, limited access to evacuation centres, poverty, poor road networks, and lack of transportation may reduce households' ability to act on warnings. The study therefore expects timely, accessible, understandable, and trusted flood early-warning systems to contribute significantly to improved evacuation readiness among households in flood-prone communities in Nigeria. The study is expected to contribute to the literature on flood early-warning systems, evacuation readiness, household preparedness, disaster risk reduction, flood-prone communities, emergency communication, environmental health, climate-related hazards, and public health in Nigeria. The findings will provide useful information to the National Emergency Management Agency, Federal Ministry of Environment, state emergency management agencies, local government authorities, meteorological and hydrological agencies, public health authorities, community leaders, disaster-management organizations, development partners, and policymakers regarding strategies for strengthening flood preparedness and response. The study will also provide evidence-based recommendations for expanding community-based early-warning systems, improving the timeliness and accuracy of flood warnings, strengthening emergency communication networks, increasing household disaster-preparedness education, improving evacuation routes and safe shelters, and developing sustainable community-level flood risk-reduction programmes across flood-prone areas in Nigeria.
