Effect of Community Health Needs Assessment Education on Community Health Problem Identification among Public Health Students in Nigeria
Abstract
Community health needs assessment is an essential component of public health practice because it enables health professionals to systematically identify the health needs, challenges, resources, and priorities of populations and communities. Public health students require adequate knowledge and practical skills in community assessment to identify health problems accurately and develop appropriate interventions. However, limited exposure to community-based assessment methods, insufficient field experience, and inadequate understanding of community data collection and analysis may affect students' ability to recognize and prioritize health problems. Community health needs assessment education provides an opportunity to strengthen students' understanding of community assessment processes and improve their ability to identify health problems using appropriate evidence. Against this background, this study investigates the effect of community health needs assessment education on community health problem identification among public health students in Nigeria. The study will be anchored on Experiential Learning Theory, Social Cognitive Theory, and Competency-Based Education Theory. Experiential Learning Theory explains how students develop practical competencies through direct experience, reflection, conceptualization, and application. Social Cognitive Theory emphasizes observational learning, self-efficacy, behavioural modelling, feedback, and environmental influences in the development of community assessment competencies. Competency-Based Education Theory focuses on the acquisition and demonstration of measurable knowledge, skills, attitudes, and competencies required for effective public health practice. Collectively, these theoretical perspectives provide a suitable framework for explaining how community health needs assessment education may influence community health problem identification among public health students in Nigeria. The study will adopt a quantitative quasi-experimental or analytical cross-sectional research design. The study population will comprise undergraduate public health students enrolled in selected universities and other accredited tertiary institutions offering public health programmes in Nigeria. A multistage sampling technique will be used to select geopolitical zones, states, institutions, public health programmes, levels of study, and eligible students. Community health needs assessment education will be assessed using indicators such as exposure to community assessment training, knowledge of community diagnosis, training in household surveys, community mapping, health data collection, key-informant interviews, focus group discussions, observation techniques, use of secondary health data, identification of community resources, health indicator interpretation, data analysis, priority-setting methods, and field-based assessment exercises. Community health problem identification will be assessed using indicators such as students' ability to identify major community health problems, distinguish health problems from their underlying determinants, recognize vulnerable populations, interpret community health indicators, identify emerging health issues, prioritize health problems using appropriate criteria, identify available community resources, recognize environmental and social determinants of health, and formulate evidence-based community health problem statements. Data will be collected using structured questionnaires, community health needs assessment knowledge tests, practical competency assessment tools, case scenarios, fieldwork records, and pre-test and post-test assessments where a quasi-experimental intervention is adopted. Descriptive statistics will be used to summarize students' demographic and academic characteristics, exposure to community health needs assessment education, and levels of community health problem identification skills. Inferential statistical techniques, including chi-square tests, t-tests, correlation analysis, and logistic or multiple regression analysis where appropriate, will be used to determine the effect of community health needs assessment education on community health problem identification. Where a quasi-experimental design is adopted, problem-identification scores before and after the educational intervention may be compared with those of a comparison group to determine changes associated with the intervention. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that community health needs assessment education has a significant positive effect on community health problem identification among public health students in Nigeria. Students exposed to structured and practical community needs assessment education are expected to demonstrate stronger abilities to identify and prioritize community health problems than students with limited exposure. Education may improve students' ability to collect and interpret community health information, recognize patterns of disease and health risks, identify vulnerable populations, distinguish immediate health problems from underlying determinants, and formulate clear evidence-based problem statements. Practical field exercises may also improve students' confidence in engaging with communities and applying assessment methods to real-world public health situations. However, limited fieldwork opportunities, inadequate supervision, insufficient training resources, large student populations, restricted access to community data, and weak collaboration between educational institutions and communities may reduce the effectiveness of education alone. The study therefore expects structured, practical, adequately supervised, and community-oriented needs assessment education to contribute significantly to improved community health problem identification skills among public health students in Nigeria. The study is expected to contribute to the literature on community health needs assessment, community diagnosis, public health education, experiential learning, health problem identification, competency development, field training, community-based education, and public health workforce development in Nigeria. The findings will provide useful information to the Federal Ministry of Health and Social Welfare, Federal Ministry of Education, universities, public health training institutions, accreditation and regulatory bodies, public health departments, community health organizations, public health educators, field supervisors, development partners, and policymakers regarding strategies for strengthening community-based public health education. The study will also provide evidence-based recommendations for integrating practical community health needs assessment exercises into public health curricula, strengthening field-based learning, improving supervision and mentorship, developing standardized competency assessments, increasing student access to community health data and field sites, and strengthening collaboration between educational institutions and communities to prepare competent public health professionals in Nigeria.
