Effect of Community-Based Rabies Prevention Education on Rabies Prevention Practices among Dog Owners in Nigeria
Abstract
Rabies remains a serious and preventable zoonotic disease that poses an important public health concern in Nigeria. Dog owners play a critical role in rabies prevention because domestic dogs are a major source of human exposure to rabies virus in many settings. Inadequate knowledge of rabies transmission, low uptake of dog vaccination, poor animal health practices, uncontrolled dog movement, delayed reporting of suspected rabies cases, and inappropriate responses to dog bites may increase the risk of rabies transmission to humans and animals. Community-based rabies prevention education provides an opportunity to improve dog owners' knowledge and practical skills concerning dog vaccination, responsible dog ownership, bite prevention, early reporting, appropriate wound management, and prompt referral for post-exposure prophylaxis. Against this background, this study investigates the effect of community-based rabies prevention education on rabies prevention practices among dog owners in Nigeria. The study will be anchored on the Health Belief Model, Social Cognitive Theory, and the One Health Framework. The Health Belief Model explains how dog owners' perceptions of rabies susceptibility, perceived severity, perceived benefits of preventive practices, perceived barriers, and cues to action may influence their rabies prevention behaviours. Social Cognitive Theory emphasizes knowledge, self-efficacy, behavioural skills, observational learning, and social and environmental influences in the adoption of responsible dog ownership and rabies prevention practices. The One Health Framework recognizes the interconnectedness of human, animal, and environmental health and emphasizes collaboration among veterinary, public health, environmental, and community stakeholders in preventing zoonotic diseases. Collectively, these theoretical perspectives provide a suitable framework for explaining how community-based rabies prevention education may influence rabies prevention practices among dog owners in Nigeria. The study will adopt a quantitative quasi-experimental research design. The study population will comprise adult dog owners residing in selected urban, semi-urban, and rural communities across Nigeria. A multistage sampling technique will be used to select states, local government areas, communities, households, and eligible dog owners. Community-based rabies prevention education will be measured using indicators such as exposure to structured community education sessions, frequency and duration of educational activities, knowledge of rabies transmission, recognition of rabies symptoms, dog vaccination education, responsible dog ownership, dog confinement and control, bite prevention, animal health practices, reporting of suspected rabies, appropriate response to dog bites, awareness of post-exposure prophylaxis, and information on available veterinary and public health services. Rabies prevention practices will be assessed using indicators such as regular dog vaccination, maintenance of vaccination records, responsible dog confinement and movement control, use of appropriate restraint when necessary, avoidance of uncontrolled contact between dogs and people, timely reporting of suspected rabies, appropriate management of dog bites, immediate washing of bite wounds, prompt referral of bite victims to healthcare facilities, seeking post-exposure prophylaxis where indicated, and appropriate veterinary care for dogs suspected of rabies. Data will be collected using structured questionnaires, validated rabies knowledge and prevention-practice instruments, dog vaccination records where available, veterinary records, and relevant community programme records. Rabies prevention practices will be assessed before and after exposure to the community-based rabies prevention education intervention. Descriptive statistics will be used to summarize dog owners' demographic and dog ownership characteristics, rabies knowledge, vaccination patterns, and prevention practices. Inferential statistical techniques, including paired sample tests, independent sample tests, chi-square tests, correlation analysis, and logistic or multiple regression analysis where appropriate, will be used to determine the effect of community-based rabies prevention education on rabies prevention practices. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that community-based rabies prevention education has a significant positive effect on rabies prevention practices among dog owners in Nigeria. Dog owners exposed to structured rabies prevention education are expected to demonstrate improved knowledge and greater adoption of recommended preventive practices compared with their baseline practices or dog owners without similar educational exposure. Education on dog vaccination, responsible dog ownership, dog confinement, bite prevention, recognition of rabies symptoms, prompt reporting, appropriate wound management, and post-exposure prophylaxis may improve owners' ability to protect their dogs, families, and communities from rabies. Community-based education may also strengthen collaboration between dog owners, veterinary services, healthcare workers, local authorities, and public health programmes. However, financial barriers, limited access to veterinary services, inadequate vaccine availability, misconceptions about rabies and dog vaccination, cultural beliefs, poor enforcement of dog-control regulations, and low awareness of post-exposure prophylaxis may limit the effectiveness of educational interventions. The study therefore expects accessible, culturally appropriate, community-based, and sustained rabies prevention education to contribute significantly to improved rabies prevention practices among dog owners in Nigeria. The study is expected to contribute to the literature on community-based rabies prevention education, rabies prevention practices, dog owners, zoonotic disease prevention, dog vaccination, responsible dog ownership, One Health, veterinary public health, health education, and public health in Nigeria. The findings will provide useful information to the Federal Ministry of Health and Social Welfare, Federal Ministry of Agriculture and Food Security, Nigeria Centre for Disease Control and Prevention, veterinary authorities, state ministries of health and agriculture, local government authorities, veterinary professionals, community health workers, animal health workers, non-governmental organizations, development partners, and policymakers regarding strategies for strengthening rabies prevention. The study will also provide evidence-based recommendations for expanding community rabies education, improving access to dog vaccination and veterinary services, strengthening dog-bite reporting systems, increasing public awareness of post-exposure prophylaxis, promoting responsible dog ownership, and developing sustainable One Health rabies prevention programmes across Nigeria.
