The Potential of Underutilized Building Spaces for Urban Development

Abstract

Rapid urban growth has increased pressure on available land and infrastructure, creating a need to explore alternative opportunities for accommodating development within existing urban areas. Underutilized building spaces, including vacant floors, unused rooftops, abandoned sections, surplus parking areas, and partially occupied facilities, represent a potentially valuable but often overlooked urban resource. Their productive use can reduce pressure for outward expansion while making better use of existing buildings and infrastructure. Assessing their potential can therefore contribute to more efficient, compact, and sustainable patterns of urban development. This study examines the potential of underutilized building spaces for urban development, focusing on the physical, functional, environmental, and social characteristics that determine their suitability for new uses. It considers different categories of underutilized spaces and evaluates factors such as location, accessibility, structural capacity, spatial configuration, existing services, building condition, and surrounding land use. The study also explores possible functions that can be introduced into these spaces, including housing, offices, community facilities, commercial activities, recreational spaces, and social infrastructure. The transformation of underutilized spaces can provide opportunities to accommodate additional urban functions without requiring extensive new land acquisition. Rooftops may support recreational areas, urban agriculture, renewable energy installations, or additional facilities, while vacant interior spaces may be adapted for community services, workspaces, or residential uses. Underused ground-level areas can also be redesigned to support public activities and improve connections between buildings and surrounding neighbourhoods. The feasibility of each intervention depends on the physical characteristics of the building and the needs of the surrounding urban environment. The productive use of underutilized spaces may also contribute to environmental and social sustainability. Reusing existing building infrastructure can reduce construction waste, conserve embodied resources, and limit the environmental impacts associated with new development. Bringing inactive spaces back into productive use can also increase urban activity, support local economic opportunities, and provide additional community facilities. When appropriately designed, these interventions can improve the functionality and vitality of existing neighbourhoods while supporting more compact patterns of urban growth. Several challenges may limit the development potential of underutilized building spaces. Structural constraints, inadequate building services, accessibility requirements, fire safety regulations, ownership issues, planning restrictions, limited investment, and high adaptation costs can affect the feasibility of transformation. Some spaces may also have poor environmental conditions or limited access, making certain uses inappropriate. A comprehensive assessment is therefore required to determine the technical, regulatory, economic, environmental, and social suitability of each space before transformation is undertaken. The study aims to provide a framework for identifying and evaluating underutilized building spaces as potential resources for urban development. The findings are expected to assist architects, urban planners, developers, policymakers, and property managers in making informed decisions about the productive reuse of existing spaces. By integrating adaptive design, appropriate land-use planning, stakeholder participation, and sustainable development principles, underutilized building spaces can contribute to more efficient use of urban resources and support the development of resilient, compact, and responsive urban environments.
