Relationship Between Lighting Conditions and Perceived Safety in Public Spaces
Abstract
The study examines the relationship between lighting conditions and perceived safety in public spaces, with emphasis on how the quality, distribution, intensity, and visibility of lighting influence users’ feelings of safety within outdoor environments. Lighting is an important component of public-space design because it can improve visibility, support movement, increase awareness of surrounding activities, and make important features such as pathways, entrances, seating areas, and circulation routes easier to identify. Appropriate lighting may therefore contribute to users’ confidence and willingness to use public spaces. The study will assess lighting conditions in selected public spaces and examine their relationship with users’ perceived safety. Attention will be given to lighting intensity, distribution, uniformity, fixture location, illumination of pathways, entrances, activity areas, boundaries, and potential dark spots. The study will also assess users’ perceptions of safety during different periods of use, including their confidence in moving through the space, willingness to remain within the space, visibility of other people and surrounding features, and perceived vulnerability to unsafe situations. A descriptive cross-sectional research design will be adopted for the study. An appropriate sample of selected public spaces and their users will be assessed using a suitable sampling technique. Data will be collected through physical observation, lighting assessments, illumination measurements, photographic documentation, activity mapping, and structured questionnaires administered to users. The collected data will be analyzed using descriptive statistics such as frequency, percentage, mean, and standard deviation, while appropriate correlation or comparative techniques will be applied to examine the relationship between lighting conditions and perceived safety. The study is expected to reveal that public spaces with adequate, evenly distributed, and appropriately positioned lighting may be associated with higher levels of perceived safety among users. Poor illumination, uneven lighting, glare, poorly positioned fixtures, and dark areas may be associated with reduced confidence and increased feelings of vulnerability. However, perceived safety may also be influenced by factors such as pedestrian activity, visibility of surrounding buildings, presence of security personnel, spatial layout, maintenance, crowd levels, and familiarity with the environment. The findings will be useful to architects, urban designers, landscape architects, planners, facility managers, local authorities, and other professionals involved in the planning and management of public spaces. The study may provide useful information for improving lighting design and maintenance practices while supporting more comfortable and secure public environments. It may also contribute to the design of public spaces that encourage evening use, pedestrian movement, social interaction, and greater user confidence. The study will conclude by establishing the relationship between lighting conditions and perceived safety in public spaces and emphasizing the importance of appropriate lighting as part of public-space design. It is recommended that lighting systems should be carefully planned to provide adequate coverage, uniform illumination, clear visibility, and appropriate lighting of major pedestrian and activity areas. Further studies should examine lighting and perceived safety across different types of public spaces and periods of use to support more effective and user-responsive environmental design.
