Abstract
Pedestrian refuge islands are important components of urban road infrastructure because they provide protected spaces where pedestrians can pause while crossing wide or heavily trafficked roads. By dividing a crossing into shorter stages, refuge islands can reduce pedestrian exposure to moving vehicles and improve the perceived safety and convenience of road crossings. However, their effectiveness depends on appropriate location, dimensions, accessibility, visibility, and integration with surrounding pedestrian infrastructure. This study assesses the design and performance of pedestrian refuge islands at urban road crossings, with emphasis on their contribution to pedestrian safety and movement. The assessment focuses on the physical characteristics of refuge islands, including width, length, height, surface condition, waiting space, kerb treatment, and pedestrian access. The study examines whether the available refuge area can accommodate pedestrians comfortably without causing overcrowding or obstructing movement. Particular attention is given to the relationship between refuge islands, pedestrian crossings, sidewalks, road lanes, traffic signals, and nearby intersections to determine the effectiveness of the overall crossing arrangement. Visibility and accessibility are also examined as important factors affecting the usability of pedestrian refuge islands. The study considers the visibility of pedestrians to approaching drivers, the visibility of traffic to pedestrians, road markings, signage, lighting, and the presence of physical obstructions. Accessibility features such as dropped kerbs, appropriate gradients, tactile surfaces, and sufficient clear width are assessed to determine whether the islands can be safely used by elderly persons, children, wheelchair users, and people with visual or mobility limitations. The study further investigates the environmental and operational conditions surrounding refuge islands. Traffic volume, vehicle speed, road width, pedestrian crossing demand, peak-period activity, drainage, lighting, and weather exposure are considered in relation to island performance. The presence of landscaping, barriers, bollards, or other street elements is also assessed where these features influence pedestrian visibility or available waiting space. These factors are examined to understand how refuge islands function under different traffic and environmental conditions. Potential deficiencies that may limit the effectiveness of pedestrian refuge islands are also identified. The study concludes that well-designed pedestrian refuge islands can improve the safety, accessibility, and convenience of urban road crossings. Appropriate dimensions, clear visibility, effective traffic separation, accessible kerb treatments, adequate lighting, and strong connections with pedestrian routes are essential for their successful performance. The findings are expected to contribute to urban transport and streetscape design strategies that support safer pedestrian movement and more inclusive road-crossing environments.
