Assessment of Ground-Floor Building Uses and Street Activity
Abstract
Ground-floor building uses play an important role in shaping the character, activity, and social life of urban streets. Spaces located at ground level have direct relationships with pedestrians and can accommodate retail, food services, offices, community facilities, entrances, entertainment, and other activities that influence how people use surrounding public spaces. The arrangement and intensity of these uses can either encourage pedestrian movement and street interaction or contribute to inactive and underutilized streets. This study assesses ground-floor building uses and examines their influence on the level and pattern of activity along urban streets. The assessment focuses on the types, distribution, and intensity of ground-floor uses within selected urban streets. Factors such as retail frontage, service activities, entrances, transparent façades, commercial displays, public-oriented facilities, and inactive spaces are examined. The study considers how the location and concentration of different uses influence pedestrian movement, stopping behaviour, informal interaction, and street occupancy. Attention is also given to the relationship between ground-floor activities and adjacent sidewalks, plazas, building entrances, and other public spaces. The study further examines the physical characteristics that connect ground-floor uses with the street environment. Façade transparency, entrance frequency, setbacks, arcades, verandas, display areas, outdoor seating, signage, and pedestrian access are assessed in relation to street activity. Active and visually permeable frontages may encourage people to walk, browse, pause, and interact, while blank façades and inaccessible ground-floor spaces may reduce pedestrian engagement. The study therefore considers both the functional and architectural dimensions of ground-floor activity. Environmental conditions are also assessed because they can influence the comfort and duration of street use. Shading, natural ventilation, landscaping, seating, weather protection, lighting, and surface quality are examined as supporting features around active ground-floor spaces. The study investigates whether these elements enhance the attractiveness and usability of streets and encourage people to remain within them for longer periods. The relationship between environmental comfort and the intensity of pedestrian activity is also considered. Several challenges may limit the contribution of ground-floor uses to street activity, including excessive inactive frontage, poor pedestrian access, opaque façades, inadequate sidewalks, incompatible land uses, uncontrolled parking, insufficient shading, and weak connections between buildings and public spaces. These conditions can reduce street vitality and create environments that are less attractive for pedestrian use. Identifying these challenges can help inform strategies for improving the relationship between ground-floor building functions and surrounding streets. The study concludes that the planning and design of ground-floor building uses can significantly influence urban street activity. A diverse mix of public-oriented uses, accessible entrances, transparent façades, active frontages, adequate pedestrian space, and supportive environmental features can strengthen street vitality and encourage greater pedestrian engagement. The findings are expected to provide useful guidance for architects and urban designers in developing ground-floor environments that support movement, social interaction, local commerce, and active public spaces.
