Assessment of Community Meeting Rooms in Local Government Facilities

Abstract

Community meeting rooms are important spaces within local government facilities because they provide venues for public meetings, consultations, stakeholder engagement, training sessions, and community-oriented activities. The quality and functionality of these spaces can influence the effectiveness of communication, participation, and interaction between local authorities and community members. Poorly planned meeting rooms may experience problems related to inadequate space, poor acoustics, limited accessibility, uncomfortable seating, and ineffective circulation. Assessing these spaces is therefore important for improving the capacity of local government facilities to support community engagement. This study assesses the architectural and functional characteristics of community meeting rooms in local government facilities. Key factors considered include room size, spatial configuration, seating capacity, furniture arrangement, circulation, accessibility, lighting, ventilation, acoustics, and relationship with supporting facilities. The study examines how these characteristics influence the ability of meeting rooms to accommodate different types of community activities. Attention is also given to the flexibility of spaces to support both formal meetings and less structured group activities. The research further evaluates the relationship between spatial organization and meeting effectiveness. Appropriate seating layouts can influence visibility, communication, participation, and interaction among users, while adequate circulation can support smooth movement into and within the room. The positioning of entrances, presentation areas, service points, storage spaces, and supporting facilities is also considered in relation to operational efficiency. Flexible furniture and adaptable layouts are examined as potential strategies for accommodating varying group sizes and meeting formats. In addition, the study considers environmental conditions that affect comfort and concentration during meetings. Natural and artificial lighting, ventilation, thermal conditions, acoustic quality, and visual comfort are important factors in determining the usability of community meeting rooms. Accessibility features such as suitable entrances, circulation routes, seating provisions, and inclusive facilities are also examined to determine whether the spaces can accommodate elderly users and persons with disabilities. These factors contribute to the overall inclusiveness and usability of local government meeting environments. Despite their importance, community meeting rooms may experience challenges such as inadequate capacity, poor acoustic control, insufficient ventilation, inflexible furniture arrangements, limited technological support, and inappropriate spatial relationships with other facility components. Such limitations can reduce the effectiveness of meetings and restrict the range of activities that can be accommodated. The study therefore emphasizes the importance of integrating functional flexibility, environmental comfort, accessibility, and appropriate spatial planning into the design and management of community meeting rooms. The study aims to assess the adequacy and functionality of community meeting rooms in local government facilities and identify architectural factors that influence their performance. The findings are expected to provide useful guidance for architects, local government authorities, facility managers, and planners in improving meeting environments for effective community participation and public engagement. By enhancing the design and functionality of these spaces, local government facilities can better support communication, collaboration, consultation, and community development activities.
