Assessment of Accessible Toilet Facilities in Public Buildings
Abstract
Accessible toilet facilities are an important component of inclusive public building design because they enable people with different physical abilities to use sanitary facilities safely, independently, and with dignity. Public buildings serve diverse users, including persons with disabilities, elderly people, and individuals with temporary mobility limitations. Inadequately designed or poorly maintained toilet facilities can create significant barriers to building use and reduce the overall accessibility of public environments. Assessing accessible toilet facilities is therefore essential for identifying deficiencies and improving inclusive building design. This study assesses accessible toilet facilities in public buildings, focusing on the physical features that influence usability, safety, and independent access. It examines factors such as entrance width, internal circulation space, turning areas, toilet dimensions, grab rails, wash-hand basins, sanitary fittings, door operation, floor surfaces, signage, lighting, and emergency assistance provisions. The study also considers the location of accessible toilets in relation to major building entrances, circulation routes, and other functional spaces. Effective accessible toilet design requires sufficient space for wheelchair manoeuvring, appropriate positioning of sanitary fixtures, and adequate clearance around key facilities. Properly installed grab rails can provide support during transfers, while accessible wash-hand basins and fittings can improve independent use. Slip-resistant floor finishes, suitable door configurations, adequate lighting, and clear signage can further enhance safety and usability. The study therefore examines how these features work together to create functional and user-friendly accessible toilet facilities. The study also considers the relationship between accessibility and maintenance. Accessible toilet facilities may become difficult to use when grab rails are damaged, doors are obstructed, floor surfaces deteriorate, fixtures become defective, or storage items occupy required circulation spaces. Poor signage or inappropriate use of accessible toilets can further limit their availability to users who require them. Regular inspection, maintenance, and proper facility management are therefore important for sustaining accessibility throughout the building's operational life. Despite the importance of accessible toilet facilities, public buildings may experience challenges such as inadequate space, poor design, inappropriate fixture placement, insufficient accessibility features, limited maintenance, and lack of awareness of inclusive design requirements. Existing buildings may also require modifications to improve accessibility where original designs did not adequately consider diverse user needs. Addressing these challenges requires accessibility assessments, user-centred design, appropriate retrofitting, effective maintenance, and compliance with relevant accessibility standards. The study concludes that accessible toilet facilities are essential for ensuring dignity, independence, safety, and equitable access within public buildings. Effective provision requires appropriate spatial planning, suitable sanitary fittings, adequate manoeuvring areas, support features, clear signage, and continuous maintenance. The findings are expected to provide useful guidance for architects, engineers, facility managers, public authorities, and building owners in assessing existing toilet facilities and improving accessibility for diverse building users.
