Effect of Extension Services Delivered Through Interactive Voice Response on Farmers’ Access to Information

Abstract

Agricultural extension services provide farmers with information and technical guidance needed to improve farm management, production, and decision-making. However, limitations in physical access to extension personnel, distance, inadequate staffing, and communication barriers may restrict farmers’ access to timely agricultural information. Interactive Voice Response (IVR) technology provides an alternative communication channel through which farmers can access recorded agricultural information and advisory messages using mobile phones. The use of IVR may therefore improve the accessibility, timeliness, and convenience of agricultural extension information, particularly among farmers in rural communities. This study will examine the effect of extension services delivered through Interactive Voice Response on farmers’ access to agricultural information. The study will assess how IVR-based extension services influence the availability, frequency, timeliness, and ease of access to agricultural information among farmers. It will also examine farmers’ use of IVR platforms for obtaining information on crop production, livestock management, weather conditions, farm inputs, pest management, and agricultural marketing. The study will focus on Interactive Voice Response extension services, farmers’ access to information, frequency of information use, timeliness of agricultural information, ease of access, relevance of extension messages, mobile phone usage, agricultural advisory services, and farmers’ information-seeking practices. Attention will also be given to the types of agricultural information accessed through IVR and the challenges farmers may experience when using voice-based extension services. A quantitative research approach will be adopted for the study. Data will be collected from farmers through structured questionnaires designed to obtain information on their exposure to IVR extension services and their access to agricultural information. Descriptive statistics such as frequencies, percentages, means, and standard deviations will be used to summarize the data, while correlation and regression analysis may be employed to determine the relationship between IVR-based extension services and farmers’ access to agricultural information. The study is expected to reveal that extension services delivered through Interactive Voice Response may improve farmers’ access to agricultural information by providing information through a convenient and relatively accessible communication channel. Farmers who regularly use IVR services may have greater access to timely and relevant agricultural information than those with limited exposure to such services. The effectiveness of IVR services may also vary according to farmers’ access to mobile phones, ability to use voice-based systems, availability of network services, and relevance of the information provided. The study will be useful to agricultural extension agents, farmers, agricultural development agencies, telecommunications providers, government institutions, non-governmental organizations, and researchers. The findings may provide useful information for improving digital and mobile-based agricultural extension services and expanding information delivery to farmers who experience difficulties accessing conventional extension services. The study may also assist extension organizations in designing voice-based information systems that respond to farmers’ information needs. The study concludes that Interactive Voice Response can serve as an important channel for delivering agricultural extension information to farmers, particularly where conventional face-to-face extension services are limited. It is therefore recommended that agricultural extension organizations strengthen the development and use of farmer-friendly IVR platforms, provide timely and relevant agricultural messages, and improve the accessibility and reliability of voice-based advisory services to enhance farmers’ access to agricultural information.
