Abstract
Programme monitoring refers to the systematic process of observing, reviewing, and assessing the implementation of adult education activities to determine whether programmes are being delivered according to established objectives and standards, while the effectiveness of adult education centres refers to the extent to which such centres successfully achieve their educational objectives, provide appropriate learning services, and support positive outcomes for adult learners. Effective monitoring can help identify implementation challenges, improve programme delivery, and ensure that available resources are used appropriately. However, inadequate monitoring may allow weaknesses in programme implementation to persist. The purpose of this study is to examine the effect of programme monitoring on the effectiveness of adult education centres. Programme monitoring involves regular observation of teaching and learning activities, assessment of programme implementation, review of attendance and enrolment records, supervision of instructional processes, examination of available resources, and collection of feedback from learners and educators. Monitoring also enables programme administrators to identify deviations from planned activities and take corrective measures where necessary. Through continuous observation and review, adult education providers can obtain useful information about the strengths and weaknesses of their programmes and make timely improvements. The effectiveness of adult education centres refers to their ability to provide organized, accessible, relevant, and quality educational services that achieve intended learning objectives. The population will consist of adult education administrators, educators, and learners in selected adult education centres within the study area, from which a representative sample will be selected using an appropriate sampling procedure. Data will be collected using a structured questionnaire designed to obtain information on programme monitoring practices and the effectiveness of adult education centres. The data collected will be analysed using descriptive statistics and appropriate inferential statistical techniques to determine the effect of programme monitoring on the effectiveness of adult education centres. The study is expected to establish that programme monitoring has a significant effect on the effectiveness of adult education centres. Centres with regular and systematic monitoring are expected to demonstrate better programme organization, improved implementation of educational activities, more effective use of learning resources, and greater alignment between programme activities and educational objectives. The findings may also indicate that timely identification and correction of programme challenges contribute to improved centre effectiveness. The findings will have implications for adult education administration by emphasizing the importance of continuous monitoring in maintaining the quality and effectiveness of adult education centres. Programme administrators should use monitoring information to identify areas requiring improvement and take appropriate corrective action. Adult educators can also benefit from constructive monitoring and feedback that help strengthen instructional practices and improve the delivery of educational activities. The study will be beneficial to adult education administrators, adult educators, adult learners, learning centre managers, programme coordinators, education policymakers, and organizations responsible for adult education provision. Administrators may gain useful information for strengthening monitoring systems, while educators may benefit from improved programme supervision and support. Adult learners may also benefit from better-organized and more effective educational services resulting from improved programme implementation. The study will recommend that adult education centres should establish regular and systematic programme monitoring procedures covering instructional activities, learner attendance, educational resources, programme implementation, and achievement of stated objectives. Monitoring should involve appropriate record keeping, regular supervision, learner feedback, and timely corrective action. Adult education authorities should also provide training for programme administrators and educators on effective monitoring practices. The study concludes that systematic programme monitoring can contribute significantly to the effectiveness of adult education centres by promoting continuous assessment, timely improvement, and better programme implementation.
