Abstract
Adult learning provides adults with opportunities to acquire knowledge that can strengthen their understanding of public institutions and their roles in society. Public offices perform different functions that support governance, administration, service delivery, community development, and the implementation of public programmes. However, limited knowledge of the functions of public offices may make it difficult for adults to identify the appropriate institutions responsible for specific services or understand how public responsibilities are organized. This study will examine the effect of adult learning on adults’ knowledge of public office functions, with the purpose of determining whether adult learning can improve adults’ understanding of the roles and responsibilities of public offices. Adult learning involves educational experiences through which adults acquire relevant knowledge, skills, and understanding based on their needs and experiences. In relation to public office functions, adult learning may involve civic discussions, community education sessions, public information programmes, workshops, group discussions, and practical learning activities. These approaches can expose adults to information about different public offices, their responsibilities, areas of authority, service functions, and appropriate channels for seeking assistance. Participatory learning can make information about public institutions easier to understand and enable adults to relate public office functions to issues encountered in their communities. Adults’ knowledge of public office functions refers to their ability to identify public offices and explain the major responsibilities and services associated with them. It includes understanding which offices are responsible for particular public matters, the types of services they provide, and the appropriate channels through which members of the public can seek information or assistance. Adult learning can strengthen this knowledge by presenting public information in clear and practical ways and allowing adults to discuss real-life examples. Improved knowledge may help adults interact more effectively with public institutions and direct their concerns to appropriate offices. The study will adopt a suitable descriptive survey research design. The population will comprise adults participating in selected adult learning and civic education programmes, from which an appropriate sample will be selected using a suitable sampling procedure. Data will be collected through a structured questionnaire and an appropriate knowledge assessment designed to measure participants’ understanding of public office functions. The research instruments will be subjected to appropriate validation procedures, while their reliability will be established before administration. Data collected will be analysed using relevant descriptive and inferential statistical techniques to determine the effect of adult learning on adults’ knowledge of public office functions. The study is expected to establish that adult learning has a positive effect on adults’ knowledge of public office functions. Adults exposed to relevant learning activities are expected to demonstrate improved understanding of the responsibilities of different public offices, the services associated with them, and appropriate channels for accessing public assistance. The study is also expected to indicate that practical explanations, community-based examples, and participatory discussions can make information about public institutions easier for adults to understand and remember. The findings will have important implications for Adult Education practitioners, civic educators, community leaders, and public information providers. Adult learning programmes can incorporate practical activities that introduce adults to the functions and responsibilities of relevant public offices. Educators can use simplified information materials, role-play activities, case examples, and community discussions to help adults understand where to seek particular public services or communicate specific concerns. Such approaches can promote informed interaction between adults and public institutions and strengthen civic knowledge. The study will be significant to adults, community organizations, public institutions, civic educators, and other stakeholders involved in community development and public service delivery. It will recommend greater integration of practical information about public office functions into relevant adult learning and civic education programmes. The study will conclude that effective adult learning can improve adults’ knowledge of public office functions and contribute to more informed, responsible, and constructive engagement with public institutions.
