Abstract
Public facilities are established to provide essential services and spaces that support the social, educational, recreational, administrative, and general wellbeing of community members. Regulations governing these facilities help ensure their proper use, safety, maintenance, accessibility, and orderly management. Adults need adequate knowledge of such regulations to use public facilities responsibly and appropriately. However, inadequate knowledge of public facility regulations may result in improper use, disregard for established rules, damage to facilities, and conflicts among users. This study will examine the effect of Adult Learning on adults’ knowledge of public facility regulations. Adult Learning provides opportunities for adults to acquire practical knowledge through discussions, demonstrations, experiential activities, community-based learning, and problem-solving exercises. These approaches can expose adults to the rules and expectations associated with the use of public facilities. Through relevant learning activities, adults can become familiar with appropriate facility-use practices, safety requirements, access conditions, maintenance responsibilities, and behaviours expected within shared public spaces. Knowledge of public facility regulations refers to adults’ understanding of the rules, requirements, restrictions, responsibilities, and appropriate practices governing the use of public facilities. Such knowledge enables adults to recognize acceptable and unacceptable behaviours, understand facility-use requirements, and comply with established regulations. Adult Learning can strengthen this knowledge by presenting practical situations and allowing learners to examine common facility-use challenges and appropriate responses. The study will adopt a suitable descriptive survey research design. The population will comprise adults participating in selected Adult Learning programmes, from which an appropriate sample will be selected using a suitable sampling procedure. Data will be collected through a structured questionnaire and an appropriate knowledge assessment designed to measure participants’ knowledge of public facility regulations. The research instruments will be subjected to appropriate validation procedures, while their reliability will be established before administration. Data collected will be analysed using relevant descriptive and inferential statistical techniques to determine the effect of Adult Learning on adults’ knowledge of public facility regulations. The study is expected to establish that Adult Learning has a positive effect on adults’ knowledge of public facility regulations. Adults exposed to relevant learning activities are expected to demonstrate improved understanding of facility-use rules, safety requirements, access procedures, maintenance responsibilities, and appropriate conduct within shared public spaces. The study is also expected to show that practical learning activities can make regulations easier for adults to understand and apply in everyday situations. The findings will have implications for Adult Learning practitioners, community educators, public facility managers, and programme planners. Adult Learning programmes should incorporate practical activities that expose adults to regulations governing commonly used public facilities. Discussions, demonstrations, case studies, and scenario-based activities can help learners understand the reasons for particular regulations and develop greater awareness of their responsibilities as users of shared facilities. The study will be significant to adult learners, community members, Adult Learning practitioners, public facility managers, and organizations responsible for community facilities. It is expected to demonstrate the value of Adult Learning in developing practical knowledge that supports responsible use and protection of public facilities. The study will recommend greater integration of public facility regulations into relevant Adult Learning programmes and the use of practical learning approaches to strengthen adults’ understanding and compliance. It will conclude that effective Adult Learning can contribute to improved knowledge of public facility regulations and promote more responsible use of shared community facilities.
